The Agricultural Research Council (ARC) has issued a Request for Quotation (RFQ) under reference number INF012602RFQ38 for the supply and delivery of alternative wines to its ARC Nietvoorbij research facility in Stellenbosch, Western Cape. The procurement supports sensory evaluation, product development, and comparative research activities conducted by the ARC’s viticulture and oenology unit. Submissions must be emailed by 11:00 on Friday, 20 February 2026, to MatayiZ@arc.agric.za.
This is a time-sensitive opportunity for certified wine producers or distributors with experience in supplying research-grade alcoholic beverages.
Scope of Supply: Research-Grade Alternative Wines
The successful service provider will deliver:
- A selection of alternative wines as specified in the tender document, including both red and white varietals
- All wines must be commercially available, bottled, labelled, and compliant with the Liquor Products Act (Act 60 of 1989)
- Deliveries must include valid certificates of analysis and compliance documentation
- Full delivery to ARC Nietvoorbij, R44 Klapmuts Road, Stellenbosch, 7256
Wines will be used exclusively for non-commercial research and sensory trials—no resale or public consumption is intended.
Mandatory Submission Requirements
To be considered, quotations must include:
- A formal quote on company letterhead with firm, VAT-inclusive pricing per item
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Evidence of legal authority to supply liquor products (e.g., liquor license or distributor agreement)
Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions will be evaluated.
