The Dawid Kruiper Local Municipality in the Northern Cape has issued an open Request for Bid under reference number TN002/2026 for the appointment of contractors to provide cleaning and removal of refuse across multiple service areas—including Upington, Louisvaleweg, Lesideng, Ntsikelelo, Leerkrans, Karos, Lambrechtsdrift, Raaswater, Kalksloot, and Melkstroom—until 30 June 2027. The contract requires weekly collection, illegal dumping cleanup, and disposal at designated landfill sites. Submissions must be hand-delivered by 14:00 on Friday, 13 March 2026, to the Municipal offices in Upington.
A compulsory briefing session will be held on 13 February 2026 at 09:00 in the Council Chamber, Mutual Street, Upington—attendance is mandatory for all bidders.
Scope of Work: Comprehensive Waste Management Across Municipal Areas
The successful contractor(s) will be responsible for:
- Weekly collection and removal of refuse from designated public areas
- Clearing illegally dumped waste along roads, between erven, and in open spaces (excluding private properties)
- Transporting all waste to the nearest municipal landfill site
- Assisting the Municipality in identifying and reporting offenders involved in illegal dumping
- Maintaining assigned service zones in a clean and sanitary condition at all times
The Municipality reserves the right to appoint one or more contractors per area based on capacity and locality.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Municipal account or valid lease agreement proving locality within the Dawid Kruiper municipal area
- Proof of vehicle ownership or lease for waste collection (copy of registration required)
- Completed Municipal Bidding Documents (MBDs), including MBD 4 (Declaration of Interest) and MBD 6.1 (Preference Points Claim)
Incomplete or non-compliant submissions will be disqualified.
Evaluation Criteria: 80/20 Preferential Procurement System
Bids will be scored using the 80/20 system:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability ownership, and locality within the Dawid Kruiper municipal area
Preference points for locality will only be awarded with proof of residence or business operation in the service zone.
