The Airports Company South Africa (ACSA) has issued a Request for Quotation (RFQ) under reference number RFQ _16652(C) for the painting of runway, taxiway, and apron surfaces at Chief Dawid Stuurman International Airport in Gqeberha, Eastern Cape. The scope includes the application of high-durability, aviation-grade markings in strict compliance with ICAO and SACAA standards. Submissions must be hand-delivered by 13:00 on Friday, 27 February 2026, to the ACSA Aeropark Office Complex in Walmer.
This is a critical infrastructure maintenance contract ensuring safe aircraft navigation and operational compliance at one of the Eastern Cape’s key aviation hubs.
Scope of Work: Precision Aviation Surface Marking
The successful contractor will execute:
- Full repainting of runway centreline, threshold, aiming point, and edge markings
- Repainting of taxiway centreline, holding positions, and directional signage
- Refreshing of apron parking bay designators, lead-in lines, and safety zones
- Use of thermoplastic or cold plastic paint systems with glass bead retroreflectivity
- Provision and use of ICAO-compliant stencils for all lettering and numerals
All work must be completed during approved airside closures with zero impact on flight operations.
Mandatory Requirements and Compliance
Bidders must meet all of the following non-negotiable criteria:
- Valid CIDB registration at Grade 2SK or higher
- SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Valid COIDA Letter of Good Standing
- Bank Letter of Good Standing with rating for the tender sum
- Letter of Solvency from auditors or accountants
- Completed Standard Bidding Documents: SBD 1, SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim)
Joint ventures must provide a notarised agreement and ensure all partners meet these requirements.
Evaluation Criteria: Functionality and 80/20 Preference System
Quotations will undergo a two-stage evaluation:
- Administrative and Mandatory Compliance Check – failure to submit any required document results in disqualification
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals (Black, women, youth, disability ownership, and SMME status)
Only complete, responsive, and compliant submissions will be considered.
