The Technology Innovation Agency (TIA) has issued a Request for Quotation (RFQ) under reference number POS009569 for the provision of professional catering services during the National Cleantech Innovation Challenge (NCIC) Stakeholders Partnership Session on Thursday, 12 February 2026, at iGym (Idea Generator), Central University of Technology, Bloemfontein. The event will host approximately 20 attendees, and the caterer will be responsible for delivering breakfast refreshments and a light finger lunch with full service equipment. Submissions must be emailed by 09:00 on Monday, 9 February 2026.
This is a short-term, high-impact opportunity for experienced caterers to support South Africa’s cleantech innovation ecosystem.

The NCIC is a flagship initiative by TIA to accelerate sustainable technology solutions in energy, water, waste, and circular economy sectors. The Bloemfontein session brings together innovators, investors, policymakers, and industry partners to foster collaboration and scale green startups. Professional catering is essential to ensure seamless engagement and participant satisfaction throughout the day.
Scope of Catering Services
The successful service provider will deliver:
- Breakfast (09:30):
- Tea and coffee with cups
- 2x seasonal fruit salad platters
- 4x muffin platters
- 4x scone platters with jam and cream
- Light Finger Lunch (13:00):
- 2x meatball platters
- 2x mini sausage roll platters
- 2x spring roll platters
- 2x chicken wing platters
- 20x assorted canned mixed drinks
- Full service kit:
- Plates, cutlery, serviettes, cups, teaspoons, straws
- All items must be clean, presentable, and delivered on time
Food must be fresh, professionally plated, and suitable for a business networking environment.
Mandatory Submission Requirements
To be considered, quotations must include:
- A completed pricing schedule with unit price, VAT (15%), and total amount
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
Quotations must be submitted exclusively via email—no hard copies, faxes, or postal submissions will be accepted.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including Black, women, youth, disability, and military veteran ownership
Only complete, responsive, and compliant submissions will be evaluated.
