The Abaqulusi Local Municipality in KwaZulu-Natal has issued an open Request for Bid under reference number 8/2/1/573 for the supply and delivery of fire protective clothing and general protective workwear over a 36-month period. The contract supports essential services personnel, including firefighting teams and municipal workers, ensuring they are equipped with certified, durable, and compliant safety gear. Submissions must be delivered in hard copy by 12:00 on Thursday, 5 March 2026, to the Municipal offices in Vryheid.

This is a long-term opportunity for registered PPE suppliers with proven experience in municipal or emergency services procurement.

Scope of Supply: Certified Fire and General Protective Clothing

The successful bidder will supply a comprehensive range of protective garments, including:

  • Fire rescue tunics and trousers with FR reflective trim and “ABAQULUSI MUNICIPALITY FIRE RESCUE” branding
  • High-visibility vests, utility jackets, and dust coats
  • Hard hats, safety boots, gloves, and eye protection
  • Cold-weather and thermal workwear for essential services staff

All items must comply with SABS-approved specifications, be new and unused, and meet occupational health and safety standards for frontline municipal operations.

Mandatory Requirements and Documentation

Bidders must submit the following to be considered:

  • Valid registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN or clearance certificate
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Certified municipal account or lease agreement (not older than 3 months)
  • SABS compliance certificates for all protective clothing items
  • Completed Municipal Bidding Documents (MBDs), including MBD 4 (Declaration of Interest) and MBD 6.1 (Preference Points Claim)

Incomplete or non-compliant submissions will be disqualified.

Evaluation Criteria: Functionality and 80/20 Preference System

Bids will be evaluated based on:

  • Completeness and responsiveness to technical specifications
  • Functionality of proposed products and delivery capability
  • Price competitiveness (80 points)
  • Preference points (20 points) for Black, women, youth, disability, and local ownership

The Municipality reserves the right to appoint the bidder who fully meets all requirements, regardless of price ranking.
