Rand West City Seeks Cleaning Material Suppliers – 3-Year Panel

The Rand West City Local Municipality has issued a Request for Quotation (RFQ) under reference number RWCLM-2/002/2025-2026 for the appointment of a panel of one to ten (1–10) service providers to supply and deliver cleaning materials and equipment across its operational areas in Gauteng. The contract will run for 36 months on an “as and when required” basis, with successful suppliers expected to deliver goods within 48 hours of receiving a written request. Submissions close at 11:00 on Monday, 2 March 2026.

This is a strategic opportunity for established cleaning product suppliers to secure long-term municipal business with reliable, recurring demand.

Scope of Supply: Comprehensive Cleaning Materials and Equipment

The appointed panel will supply a wide range of essential items, including but not limited to:

  • General-purpose cleaners, disinfectants, degreasers, and glass cleaners
  • Floor care products (strippers, polishes, detergents)
  • Sanitary consumables (toilet paper, soap, air fresheners, bin liners)
  • Cleaning tools (mops, brooms, buckets, squeegees, dustpans)
  • Safety gear (gloves, masks, aprons)
  • Equipment such as vacuum cleaners, pressure washers, and carpet extractors

All products must be new, unused, SABS/SANS-compliant, and suitable for public sector use.

Mandatory Requirements and Documentation

Bidders must submit the following to be considered:

  • Valid registration on the Central Supplier Database (CSD)
  • SARS Tax Compliance PIN or clearance certificate
  • B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
  • Three verifiable purchase orders from the past 12 months, each accompanied by a reference letter or completion certificate
  • Proof of delivery vehicle capacity (minimum light delivery vehicle)
  • Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)

Purchase order values will be scored as follows:

  • R5,000 – R30,000: 10 points
  • R30,001 – R300,000: 15 points
  • R300,001+: 20 points

Evaluation Criteria: Resource Capability and Delivery Readiness

Quotations will be evaluated based on:

  • Resource Capability (20 points): Demonstrated experience and order history
  • Delivery Vehicle (30 points): Proof of owned or leased light delivery vehicle
  • Price Competitiveness (80 points): Lowest compliant quote = 80; others scored proportionally
  • Preference Points (20 points): Allocated per the 80/20 system for B-BBEE status and specific goals

Only complete, responsive, and compliant submissions will be scored.
