The Department of Rural Development and Land Reform (DLRRD) has issued an open Request for Bid under reference number DLRRD (CRD-12) 2025/26 for the appointment of a service provider to render comprehensive cleaning and hygiene services at the Eastern Cape Deeds Registry in Mthatha. The contract will span 36 months and requires a professional, compliant, and well-resourced contractor capable of maintaining high standards of sanitation, safety, and presentation in a public administrative environment. Submissions close at 11:00 on Monday, 9 February 2026.
A compulsory site briefing and inspection will be held at the Botha Sigcau Building in Mthatha—attendance is mandatory for all bidders.
Scope of Services: Comprehensive Facility Hygiene and Maintenance
The successful service provider will deliver daily cleaning and hygiene services across the Deeds Registry offices, including:
- General office cleaning (floors, desks, windows, fixtures)
- Ablution facility sanitation (toilets, urinals, showers, basins)
- Filing room and records area maintenance
- Supply and replenishment of hygiene consumables (sanitary bags, toilet paper, soap, air fresheners, etc.)
- Waste removal and disposal in compliance with health regulations
- Deep cleaning and periodic specialised tasks as required
All personnel must be trained, uniformed, and equipped with appropriate PPE and cleaning agents that meet SABS/SANS standards.
Mandatory Requirements and Documentation
Bidders must submit the following to be considered:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Public Liability Insurance cover
- Certificate of Transportation of Sanitary Waste in line with Act 59 of 2008
- Completed SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim) forms
- Three verifiable references for similar cleaning contracts in the past five years
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Process: Functionality and 80/20 Preference System
Bids will be evaluated in two stages:
- Functionality Assessment: Based on methodology, staffing plan, equipment, training, and past performance
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80)
- 20 points: Specific Goals (Black, women, youth, disability, and military veteran ownership)
Only bidders who pass the functionality threshold will proceed to price evaluation.
