The South African Civil Aviation Authority (SACAA) has issued a Request for Quotation (RFQ) under reference number RFQ/ZD/SCM/FASOFTWARE&SCANNERS/SCM/926/2025-2026 for the supply of fixed asset management software and associated barcode scanning hardware. This procurement supports SACAA’s modernisation of asset tracking, compliance, and financial reporting systems across its operations in Centurion, Gauteng. Submissions must be emailed in full to caaquotes@caa.co.za by 11:00 on Friday, 16 January 2026.

This is a non-framework, one-time procurement requiring proven solutions that integrate seamlessly with existing financial systems and meet public sector audit standards.

Scope of Supply: Integrated Fixed Asset Management System

The successful supplier will deliver a complete solution comprising:

  • Fixed Asset Management Software: A cloud-based or on-premise system capable of asset lifecycle management, depreciation scheduling (per Generally Recognised Accounting Practice), audit trails, and reporting
  • Barcode Scanners: Minimum of 10 handheld wireless barcode scanners with Bluetooth connectivity, durable casing, and compatibility with the proposed software
  • Implementation and Training: On-site or remote configuration, data migration support, and user training for finance and asset management staff
  • Ongoing Support: Minimum 12 months of technical support and software updates

All solutions must comply with the Public Finance Management Act (PFMA), King IV, and National Treasury asset management guidelines.

Mandatory Submission Requirements

To be considered, bidders must include the following documents in their submission:

  • A detailed technical and commercial quote (in ZAR, VAT inclusive)
  • Completed and signed SBD 4 (Bidder’s Disclosure Form)
  • Valid SARS Tax Compliance PIN or printed Tax Clearance Certificate
  • Proof of Central Supplier Database (CSD) registration
  • Company profile and three verifiable client references using the same software solution in a public or regulated entity
  • Warranty and service-level agreement (SLA) for both software and hardware

Submissions missing any of these elements will be disqualified.

Evaluation Criteria: Compliance, Functionality, and Price

SACAA will evaluate quotations based on:

  • Administrative Compliance: Verification of mandatory documents
  • Technical Responsiveness: Alignment of proposed solution with functional requirements (e.g., depreciation methods, reporting, barcode integration)
  • Price Competitiveness: Total cost of ownership over 12 months, including licenses, hardware, and support
  • B-BBEE Status: Preference will be given to compliant entities in line with SACAA’s procurement policy

Only compliant and responsive quotations will proceed to price comparison.
