Foskor (Pty) Ltd, an operating division of the Industrial Development Corporation of South Africa Limited, has issued a Request for Proposal (RFP) under reference number FOSPHB-RFP-64-25/26 for the long-term Repair and Maintenance (RAMP) of Loaders and Haul Trucks at its Phalaborwa Mine in Limpopo. This is a strategic, multi-year contract aimed at ensuring optimal equipment uptime, safety, and operational efficiency through a qualified millwright service partner. Proposals must be submitted by 12:00 on Tuesday, 3 February 2026.
The scope includes comprehensive mechanical repair, preventive and corrective maintenance, supply of parts and lubricants, and on-site technical support for heavy mining assets such as PC5500 and WA1500 equipment models. Bidders must demonstrate proven experience in large-scale mining equipment servicing and comply with stringent pre-qualification criteria.
Scope of Work: Comprehensive RAMP Services for Critical Mining Fleet
The successful contractor will deliver end-to-end Repair and Maintenance (RAMP) services for Foskor’s fleet of hydraulic excavators and haul trucks, including:
- Scheduled and unscheduled mechanical repairs
- Supply and installation of Genuine Equipment Parts (GEPs) and Ground Engaging Tools (GETs)
- Bucket repair and rebuild services
- Provision of oils, lubricants, and consumables
- On-site millwright personnel and workshop support
- Performance reporting aligned with key performance indicators (KPIs)
All work must be executed in compliance with Foskor’s safety, quality, and environmental standards. Detailed technical requirements are outlined in Annexure A of the Scope of Work document.
Mandatory Pre-Qualification and Compliance Requirements
To be considered, bidders must submit the following non-negotiable documentation:
- OEM authorization letter or proof of agency for mechanical repair of specified equipment
- Proof of experience in repairing loader buckets and haul trucks of equivalent size and type
- Valid COIDA Letter of Good Standing from the Department of Labour
- Audited financial statements for the past two years
- Beneficial ownership certificate and CIPC registration
- SARS Tax Compliance PIN or CSD registration number (MAAA)
- Completed Foskor Due Diligence Form (issued post-submission)
Additionally, a USB flash drive containing a complete electronic copy of the proposal must accompany every hard-copy submission.
Submission Process: Dual Format Required by 3 February 2026
Proposals must be submitted in two identical formats by the closing deadline:
- Hard copy + USB drive delivered to the Tender Box at Foskor Reception, 27 Selati Road, Phalaborwa, 1389
- OR via email to tenders@foskor.co.za
The USB must be an exact duplicate of the hard copy. In case of discrepancy, the hard copy will prevail during evaluation. Late, incomplete, or non-compliant submissions will be disqualified.
Evaluation Criteria: Technical, Price, and B-BBEE Considerations
Proposals will undergo a rigorous four-stage evaluation:
- Administrative Compliance – Verification of mandatory documents
- Technical Responsiveness – Scoring against experience, resource capacity, and methodology (100% technical threshold)
- Commercial Offer – Assessed for market-related pricing and trade credit terms (90% weight)
- B-BBEE Status – Level 1–8 contributor status (10% weight)
Only technically compliant bidders who meet or exceed the threshold will advance to commercial and preference evaluation.
