The eThekwini Metropolitan Municipality has issued an open Request for Bid under tender number 32957-1C for the supply and delivery of structural firefighting Personal Protective Equipment (PPE) to its Fire Services Directorate. The contract spans 36 months and covers essential gear including turnout tunics, bunker pants, helmets, gloves, boots, hoods, and repair services for over 250 personnel across 22 fire stations. This is a critical procurement aimed at ensuring frontline firefighter safety through certified, high-performance equipment that meets international and national standards.
Mandatory Technical and Compliance Requirements for Bidders
To be eligible, bidders must supply PPE that fully complies with NFPA 1971 (2018 Edition), EN 469, or SANS 50469 standards. Submissions must include:
- A current Certificate of Compliance from an ISO/IEC 17025 or SANAS-accredited test house for the complete ensemble (tunic + pants)
- A Manufacturing or Business Capability Report issued by SABS or a SANAS-accredited body
- Proof that the bidder is a manufacturer, accredited distributor, or agent with direct authorization
- Samples only upon request (shortlisted bidders will be contacted)
- Full adherence to detailed technical specifications for each PPE component, including material composition, reflective trim, labeling, and embroidery
Failure to submit required documentation will result in automatic disqualification.
Scope of Supply: Full Ensemble and Ongoing Support Services
The successful supplier will deliver complete turnout uniforms and related gear annually for three years, including:
- Structural firefighting tunics and bunker pants in eight standard sizes plus custom options
- Helmets with face shields, retro-reflective trim, and ratchet suspension systems
- Heat- and chemical-resistant gloves, vulcanized rubber boots with steel toe caps, and dual-layer hoods
- A comprehensive repair service in line with NFPA 1851 (2020) standards, managed through a local Durban-based agent
- On-site measuring and fitting across all 22 fire stations in eThekwini
- Packaging labeled per station, shift, and individual, with delivery to regional fire stores
All items must be brand new, unused, and compliant at the time of delivery.
Evaluation Criteria: Technical Compliance, Price, and B-BBEE Preferences
This tender uses the 80/20 Preferential Procurement system:
- 80 points for price (lowest compliant bid = 80; others scored proportionally)
- 20 points for ownership under the B-BBEE Ownership Goal:
- 100% Black-owned: 20 points
- 51% to <100% Black-owned: 14 points
- 0% to <51% Black-owned: 8 points
- 0% Black-owned: 0 points
Only technically compliant bids will proceed to price and preference evaluation. The complete suit sample and certification are gatekeepers to the evaluation stage.
