The National Lotteries Commission (NLC) has issued a Request for Quotation (RFQ) under reference RFQ 2025-012-003 for the Appointment of an Accredited Contractor to Provide General Building, Routine, Preventative, and Reactive Maintenance Services across its provincial offices in all nine provinces for a period of six (6) months. This procurement ensures the operational integrity, safety, and functionality of NLC facilities nationwide. The RFQ was published on Monday, 8 December 2025, with a closing deadline of Friday, 16 January 2026 at 11:00 AM.

Tender Overview and National Maintenance Mandate

As a key distributor of funding to civil society organisations, the NLC maintains offices in every province—from Kimberley and Polokwane to Durban, Cape Town, and Pretoria. To uphold professional working environments and asset longevity, the Commission requires a single, responsive contractor capable of delivering timely maintenance across its entire footprint. The six-month contract may be extended based on performance.

Scope of Building Maintenance Services

The appointed contractor will be responsible for a wide range of maintenance tasks, including:

  • Routine and emergency plumbing, electrical, and HVAC repairs
  • Carpentry, plastering, painting, and tiling
  • Roofing, waterproofing, and gutter maintenance
  • Fire protection system checks and minor corrections
  • General handyman duties and urgent call-outs

Services must be delivered in line with a detailed hourly pricing schedule (provided in the tender) covering artisans, assistants, and materials. The contractor must respond to emergency requests within 24 hours and provide monthly activity reports.

Mandatory Accreditation and Documentation

To be considered responsive, bidders must:

  • Be an accredited and registered contractor with a valid CIDB grading
  • Provide proof of COIDA registration and three reference letters for similar maintenance contracts in the past five years
  • Submit a valid SARS Tax Compliance Status (TCS) PIN
  • Be registered on the Central Supplier Database (CSD)
  • Complete all SBD forms, including SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)

All documentation must be submitted in one complete package. Incomplete or non-compliant bids will be disqualified.

Email, fax, courier, or hand-delivered submissions will not be accepted. The quoted price must be firm, inclusive of VAT, and valid for 120 business days from the closing date.

Evaluation Criteria and Preference Points

The RFQ will be evaluated under the 80/20 Preferential Procurement System:

  • 80 points for price competitiveness
  • 20 points for specific empowerment goals (Black, women, youth, disability ownership)

Bidders must claim preference points at submission—no retroactive claims will be considered.
