- Provision of twenty-two (22) PSIRA-registered Grade C security officers across all designated sites.
- Deployment of personnel to the Waterberg District Municipality Head Office, Modimolle Disaster Center, Lephalale Disaster Center, Bela-Bela Fire Station, and Modimolle Abattoir.
- Adherence to PSIRA pricing structures and guidelines for Grade C level security services.
- Implementation of robust access control, perimeter patrols, and incident reporting protocols.

To be considered responsive, bidders must submit a complete and compliant documentation package. Essential submissions include:
- A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
- A current SARS Tax Compliance Status PIN.
- A valid B-BBEE certificate or sworn affidavit.
- Proof of valid PSIRA company registration and a Letter of Good Standing.
- A comprehensive reference list of similar services rendered, which the municipality may contact for verification purposes.
Evaluation Criteria
Proposals will undergo a rigorous two-stage evaluation process. Bids that meet all mandatory administrative requirements will first be evaluated on functionality, assessing the service provider’s capacity, experience, and proposed methodology. Qualifying bids will then be adjudicated based on price competitiveness and specific transformation goals in accordance with the Preferential Procurement Policy Framework Act. The financial proposal must reflect a fixed cost and remain valid for a minimum of 90 days after the tender closing date. Shortlisted companies and their directors or shareholders will be subject to clearance and verification tests.
