    Sentech Requests High-Security Perimeter Fencing

    Sentech Limited has issued a formal Request for Quotation (RFX6000003660) for the appointment of a suitably qualified service provider to supply, deliver, and install high-security perimeter fencing at the Sentech Franschhoek Site in the Western Cape. This strategic infrastructure initiative aims to enhance the physical security of Sentech’s critical telecommunications and broadcasting infrastructure, ensuring robust protection against unauthorized access and environmental threats.

    Scope of Work

    The successful contractor will be responsible for the end-to-end execution of the fencing project, delivering a complete, durable, and high-security barrier. Key deliverables include:

    • Supply, delivery, and installation of approximately 70 meters of 1.8-meter-high Clear View high-security welded-mesh fencing.
    • Utilization of 12.6 × 76.2 mm aperture, 3.4 mm wire, and 76 × 76 × 3 mm hot-dip galvanized Square Hollow Section (SHS) posts.
    • Installation of 600 × 400 mm, 30 MPa concrete foundations, moisture-proof post caps, and anti-vandal fixings.
    • Supply and installation of a 500 mm galvanized concertina security coil, including all necessary brackets and accessories.
    • Provision of a minimum 5-year workmanship warranty and a 12-month defects liability period.

    Compulsory Site Inspection

    Prospective bidders are required to attend a compulsory site briefing and inspection. This session is critical for verifying the approximate 70-meter fence length, confirming final fence alignment and gate positions, and identifying existing underground and above-ground services before excavation. Bidders must familiarize themselves with the site’s gravel road access conditions and existing infrastructure to ensure accurate pricing and methodology. Failure to attend the site inspection may result in disqualification.

    Mandatory Compliance Requirements

    To be considered responsive, bidders must submit a comprehensive compliance package demonstrating technical and operational legitimacy. Essential documentation includes:

    • A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
    • A current SARS Tax Compliance Status PIN.
    • A valid B-BBEE certificate or sworn affidavit.
    • A fully completed and signed Revised Standard Bidding Document (SBD) 4: Declaration of Interest.
    • Product datasheets, Clear View fence manufacturer specifications, and galvanizing compliance certificates.

    Evaluation Criteria

    Proposals will undergo a rigorous evaluation process in accordance with Sentech’s procurement policies and the Preferential Procurement Policy Framework Act. The adjudication utilizes the 80/20 preference point system:

    • 80 points are allocated for price competitiveness, calculated against the lowest acceptable bid.
    • 20 points are awarded for specific transformation goals, prioritizing enterprises that contribute to broad-based black economic empowerment and local development.
      Technical compliance, including the submission of all required manufacturer specifications and foundation details, is a strict prerequisite for advancing to the price evaluation stage.
