The Small Enterprise Development Finance Agency (SEDFA) has launched the Township and Rural Entrepreneurship Programme (TREP) to empower informal, micro, and small enterprises, as well as cooperatives, operating within South Africa’s rural and township economies. This strategic initiative provides blended finance and comprehensive business development support, aiming to integrate these vital businesses into the mainstream economy. The program is designed to rebuild local economies, enhance the competitiveness of small enterprises for domestic and export markets, and help businesses capitalize on emerging value chain opportunities.
Eligible Business Sectors
TREP is designed to be inclusive, supporting a wide array of small enterprises operating in targeted geographies. Qualifying sectors include, but are not limited to:
- Clothing and Textile manufacturing.
- Bakeries and Confectionaries.
- Tshisanyama and Cooked Food enterprises.
- Retail operations, including restaurants, car washes, and general dealers.
- Automotive services and repair.
- Personal Care services.
- Artisanal trades and craftsmanship.
Comprehensive Financial Support
The financial package is structured to provide meaningful capital injection, with a maximum funding value of R1,000,000. This is offered as blended finance, combining a grant and a loan to reduce the financial burden on emerging entrepreneurs:
- Up to 50% of the approved amount is provided as a non-repayable grant, capped at a maximum of R100,000.
- The remaining balance is structured as a concessional loan.
- Loan terms feature a maximum 36-month repayment period (dependent on cash flow), a fixed interest rate of 5%, and a 3-month moratorium on both capital and interest repayments.
- Funds can be utilized for production inputs (machinery, tools, equipment), working capital (salaries, rent), and compliance or technical skill improvements.
Business Development and Mentorship
Beyond capital, SEDFA coordinates robust Business Development Support to ensure long-term sustainability. Participants receive targeted training in business and financial management, productivity enhancement, and mentorship. The program also facilitates market access and assists enterprises in achieving compliance with relevant industry standards, product labelling, and quality benchmarks.
