Pietermaritzburg, KwaZulu-Natal – uMgungundlovu District Municipality has issued an open tender (14/2026) for the supply, rental, and maintenance of printers for a period of three (3) years. This procurement aims to establish a modern, secure, and cost-effective managed print environment across municipal departments.
Project Scope and Equipment Requirements
The successful bidder will supply, deliver, install, configure, and maintain 47 printers across the municipality, including:
- 11 Enterprise A3 Monochrome Multifunction Floor Standing printers
- 6 Enterprise A4 Monochrome Multifunction printers (executive offices)
- 16 Enterprise A4 Monochrome Multifunction printers (shared office use)
- 7 Enterprise A4 Monochrome Multifunction printers (1-5 users)
- 2 Enterprise A3 Colour Multifunction printers
- 4 Enterprise A4 Colour Multifunction printers
- 1 Production Colour Print Room Multifunction printer
All devices must support Microsoft 365, Active Directory, and Microsoft Universal Print integration, with advanced cybersecurity controls including firmware integrity validation, intrusion detection, and secure authentication.
Mandatory Requirements
Bidders must meet strict eligibility criteria or face disqualification:
- Minimum three written references from government entities for printer rental and maintenance, awarded within the past 5 years with a minimum project value of R500,000 per project
- Simplified CVs for technicians with 2+ years’ experience, certified qualifications, and proof of appointment
- Company registration documents, VAT certificate (if applicable), B-BBEE certificate/affidavit, and CSD registration
- Proof of good standing with municipal accounts
Compulsory Briefing Session
A compulsory briefing session will be held on Tuesday, 6 October 2026 at 13:30 at the Council Chambers, uMgungundlovu District Municipality, 242 Langalibalele Street, Pietermaritzburg. Attendance registration is from 13:30 to 14:00, with the briefing from 14:00 to 15:00. Security will decline entrance after 14:00. Non-attendance will render any submission invalid.

Submission Details
Sealed tenders must be deposited in the tender box at the uMgungundlovu District Municipality, 242 Langalibalele Street, Pietermaritzburg, before 12:00 on Wednesday, 28 October 2026. Faxed or emailed tenders will not be considered. Bids must remain valid for 90 days.
Evaluation Criteria
The 80/20 preference point system applies. Bidders must achieve a minimum functionality score of 60 points to proceed. Functionality criteria include:
- Experience of tenderer (60 points) – based on completed projects with minimum R500,000 value
- Key personnel (40 points) – based on number of qualified technicians
Specific goals allocation includes 10 points for ≥50% Black ownership, and 10 points for locality (office based in uMgungundlovu District).
