    Department of Defence Tender: Asphalt Paving at Wynberg Military Base

    The Department of Defence, through its Simon’s Town Procurement Service Centre, has published an open tender for the supply and fit of hot asphalt with concrete curbing at the Wynberg Military Base in Cape Town.

    Scope and Site Location

    The project involves the preparation and application of hot asphalt over an 850m² area situated in front of the Contract Management Department at the Southern Procurement Service Centre (SPSC), Wynberg Military Base. The site has a slope to the east side, requiring careful preparation and grading.

    Detailed Specifications

    The scope of work includes:

    • Clearing the area of all old paving, concrete path bricks, and slabs, with disposal as waste
    • Removing excess soil and carting it away, levelling and preparing the area for base course application
    • Casting required concrete curbs and edge footings in set positions, including at gate entrances
    • Applying kalk or calcium chloride to the area for stability and to prevent vegetation growth
    • Importing and compacting a 100mm G-5 subbase course at 95% MOD AASHTO density
    • Compacting the base course with an electrical or fuel-operated industrial compactor
    • Applying a prime coat (MC30 or similar approved) to the subbase layer at 0.71m² per litre
    • Importing and compacting a 30mm hot asphalt course at 98% MOD AASHTO density
    • Clearing all debris or spoiled tar from the area
    • Removing all rubble and disposing of it at a municipal disposal centre
    • Submitting a Certificate of Conformance for hot mix asphalt with a mandatory mix design report

    CIDB Grading Requirement

    Only tenderers registered with the Construction Industry Development Board (CIDB) in Grade 2 SB or higher are eligible to have their tenders evaluated. The “2SB” designation covers general building and civil works of a moderately complex nature, with the “B” suffix indicating verified financial capacity.

    Compulsory Briefing and Site Viewing

    Attendance at both the compulsory briefing and site viewing on Friday, 11 September 2026 at 11:00 is mandatory. The venue is the Southern Procurement Service Centre, Wynberg Military Base, 395 Camp Road, Wynberg, Cape Town. Failure to attend and submit the completed certificates will invalidate any bid.

    • Completed SBD 1, SBD 4, and SBD 6.1 forms
    • Fully completed Pricing Schedule (Appendix A)
    • Compulsory Enterprise Questionnaire (Appendix C)
    • Completed Request for Quotation (Appendix H)
    • CSD Full Registration Report (not older than 14 days)
    • Price Quotation on official company letterhead (Appendix J)
    • Detailed Price Breakdown covering consumables, quantities, unit rates, labour, and profit mark-up (Appendix K)
    • Completed Bill of Quantity (Appendix L)
    • Comprehensive Project Plan with target dates and timelines (Appendix M)
    • SPSC Indemnity Agreement (Appendix O)
    • Written OHASA Agreement (Appendix P)
    • SPSC Group Questionnaire (Appendix Q)
    • Defence Intelligence Questionnaire (Appendix R)
    • Waste Disposal Certificate (to be submitted prior to handover)
    • Proof of CIDB registration (SB 2 or higher) or proof of application (Appendix U)

    Evaluation Criteria

    The tender follows an 80/20 preference point system. Bidders must comply with all mandatory administration criteria to proceed to the technical evaluation phase.
