The Western Cape Department of Social Development has published an open Request for Bid (RFB) for the appointment of a service provider to render home-based care services at the Sivuyile Residential Facility. The tender, designated SD02/2026-2027, seeks a qualified organisation to provide dedicated care for residents with profound intellectual and physical disabilities for a five-year period.
Tender Overview
The primary objective is to provide an efficient and effective home-based care service at the Sivuyile Residential Facility, situated at Stikland Hospital, for persons with severe and profound intellectual and physical disabilities. Bids must be submitted in a sealed envelope to the bid box at Ground Floor, 14 Queen Victoria Street, Union House, Cape Town, by 21 September 2026 at 11:00 AM. A compulsory site inspection is scheduled for 03 September 2026 at 10:00 AM at the Sivuyile Residential Facility, followed by a compulsory online information briefing session on 04 September 2026 at 10:00 AM.
Scope of Work
The appointed service provider will deliver comprehensive 24-hour care to approximately 110 residents with severe intellectual disabilities and associated conditions such as autism, cerebral palsy, epilepsy, and behavioural challenges. Key responsibilities include:
- Providing full-time supervision and physical care, including bathing, dressing, oral hygiene, and changing of nappies.
- Feeding residents, including tube feeding and preparation of supplements.
- Turning and positioning residents according to prescribed time frames.
- Facilitating daily stimulation programs, including arts, crafts, and recreational sessions.
- Escorting residents to hospital appointments, family visits, and school attendance.
- Documenting and reporting on resident behaviour, input/output, and daily occurrences.
- Maintaining a caring, therapeutic environment for all residents.
Key Requirements
Bidders must demonstrate at least two years of relevant experience in home-based or frail care services for intellectually or physically disabled children and adults. Home-based care workers must possess a basic SETA Accredited Home-Based Care qualification and be able to communicate in at least two official languages of the Western Cape. All staff must have police clearance and not be listed on the National Child Protection Register (Part B).

Evaluation and Penalties
The 80/20 preference point system applies, with 80 points for price and 20 points for B-BBEE status level. The contract will run for 60 months, with prices remaining firm for the first 12 months. Penalties ranging from R200 to R1,000 per occurrence apply for non-compliance, including late postings, failure to post staff, asleep on duty, and other contract violations.
