Transnet Port Terminals (TPT), a division of Transnet SOC Ltd, has published a Request for Proposal (RFP No. TPT/2025/10/0009/110230/RFP-ICLM HQ 1009 TPT) inviting experienced waste management companies to provide comprehensive services for hazardous and general industrial waste across seven key South African ports.
Tender Overview and Key Dates
This open tender, published on 21 August 2026, seeks to appoint a qualified service provider for a five-year period. Bids must be submitted electronically via the Transnet e-Tender Submission Portal by 30 September 2026 at 10:00.
Scope of Work
The contract covers services at the ports of Richards Bay, Durban, East London, Ngqura, Port Elizabeth, Cape Town, and Saldanha on an as-and-when-required basis. The appointed service provider will supply competent supervision, labour, skip containers, equipment, and transport for the timeous, safe removal and disposal of waste, in compliance with the National Environmental Management: Waste Act 59 of 2008. TPT reserves the right to appoint one or more service providers, with one provider per terminal. Work will be allocated based on technical capability, price, and specific socio-economic goals.

Mandatory Documentation and Licensing
Bidders must meet strict eligibility criteria :
- Valid TNPA Waste Disposal Service License (or proof of finalized application with written confirmation from TNPA)
- Waste Management License (WML) or binding agreement with a licensed waste treatment/disposal facility
- Municipal schedule trade permits or confirmation of exemption
- Vehicle compliance: Roadworthy certificates, Operator Card Category “D”, and Municipal Dangerous Goods Permit
- Proof of SAWIS/IPWIS registration and compliant waste manifest documentation
- Public Liability Insurance: Minimum R100 million per incident for environmental spills

Evaluation Criteria
The bid will be evaluated in three stages . Stage One is a test for administrative and substantive responsiveness. Stage Two requires a minimum 70 points for technical functionality, assessed on years of experience, legal compliance, Waste Management Institute of South Africa membership, emergency response and business continuity plans, and ISO 14001/45001 certifications. Stage Three applies the 80/20 preference point system, with price scored out of 80 or 90 points and specific goals (including B-BBEE) scored out of 10 or 20 points.
