The City of Ekurhuleni invites bids for the appointment of a panel of service providers to supply, deliver, and off-load petrol and automotive diesel on an as-and-when-required basis. Scope of Work
The City intends to appoint multiple service providers to a single panel to improve security of supply across more than 36 depots, with an estimated annual fuel consumption of approximately 13,043,976 litres. The contract covers:
- Unleaded Petrol 95 Octane (SANS 1598)
- Automotive Diesel 50 ppm (SANS 342)
Mandatory Requirements
Bidders must submit the following documents for evaluation, with failure to comply resulting in disqualification:
- Proof of ownership or lease of at least two fuel tanker trucks (minimum 6000 Tare) with valid Operator cards (category D)
- Valid Code EC driver’s licenses with PrDP for dangerous goods, Hazchem Certification, and current Medical Certificates for two drivers
- Three contactable reference letters confirming supply and delivery of a minimum of 1500 litres of fuel
- Proof of financial ability to access R5,000,000 (bank statement, credit facility, or DFI funding commitment)
Specific Goals and Preference Points
The 90/10 preference point system applies, with 90 points allocated for price and 10 points for specific goals:
- Enterprise situated within Ekurhuleni demarcation: 5 points
- EME and/or QSE status: 2 points
- At least 50% ownership by Historically Disadvantaged Individuals: 3 points

A non-compulsory information session will be held on Tuesday, 18 August 2026 at 10:00 at the Ekurhuleni Finance Head Office Conference Room, corner Victoria and FH Odendaal Streets, Germiston.
Submission Details
Completed bids must be placed in Bid Box Number ONE at Golden Heights, 141 Victoria Street, by 10:00 on 11 September 2026. Bids must remain valid for 120 days. Faxed or emailed bids will not be accepted.
