Ithala Development Finance Corporation (IDFC) has issued an open tender (RFP05/26) for the appointment of a service provider to render 24-hour security guarding services. This strategic 36-month contract targets PSIRA-registered security firms to safeguard IDFC’s property portfolio under Cluster 2 in the KwaZulu-Natal Midlands and Inland regions.
Scope of Works and Regional Coverage
The appointed service provider will render 24-hour security guarding services for Cluster 2 (Midlands & Inland) properties. The sites include:
- Retail: Estcourt Plaza, Madadeni Shopping Centre, Tugela Ferry Shopping Centre, Eshowe Shopping Centre, Nkandla Shopping Centre, Nongoma Plaza, and Ulundi/Ondini Shopping Centre
- SMME & Factory Units: Mpumelelo Handicraft, Plessislaer Factory Units, Osizweni Factory Units, Osizweni Motor Craft, Hlabisa Factory Units, Nkandla Factory Units, and Ulundi Factory Units
- Commercial: Ulundi Office Block
The total requirement is 49 security guards (23 day shift, 26 night shift), with all guards to be unarmed Grade C except for armed Grade C supervisors. The contract period is for 36 months.
Mandatory Functionality and Experience Criteria
Proposals will undergo a strict functionality evaluation. Bidders must demonstrate proven expertise by submitting a minimum of two client-signed reference letters for 24-hour security guarding services. Additional points are awarded for providing up to four or more reference letters, validating the bidder’s capacity to manage complex property portfolios.

- Valid PSIRA company registration certificate
- Valid PSIRA letter of good standing
- Valid Section 13A confirmation letter from PSSPF
- Valid COIDA letter of good standing
- Proof of compulsory online briefing attendance
- CSD registration
- SARS compliance
- Completed SBD1 and SBD4 forms

Attendance at the mandatory pre-bid clarification meeting is strictly enforced. Bidders must email their interest, including the RFP number and company details, to receive the MS Teams link.
