The Free State Department of Cooperative Governance and Traditional Affairs (COGTA) has issued an open tender (FSCOGTA: RFB/002/2026-2027) for the appointment of catering service companies. This strategic three-year contract targets capable hospitality providers to render comprehensive catering services across the province.
Scope of Services and Provincial Coverage
- Menu Specification: Bidders must quote for all specified menus, including Sunshine Breakfast, English Breakfast, Cocktail Menu, Lunch options, South African Braai, Desserts, and Platters .
- Service Standards: Catering must be delivered professionally, using only fresh ingredients, with staff maintaining high standards of hygiene and presentation .
- Logistical Capability: Services must be delivered at any location where required by the department, including all towns within the Free State .
- Equipment and Setup: Caterers must provide their own cutlery, crockery, tablecloths, food warmers, and set up 60 minutes prior to each requested time slot .
Mandatory Requirements and Compliance
Bidders must submit comprehensive documentation to be considered:
- Central Supplier Database (CSD) Registration: Must be registered on the government’s CSD with a valid vendor number .
- Tax Compliance: Valid SARS Tax Compliance Status PIN or printed certificate .
- Certificate of Acceptability: Proof of bidder’s acceptability certificate in terms of food safety .
- Experience Evidence: Appointment letters or orders (not older than 5 years) demonstrating relevant catering experience .
- Locality Proof: Municipal account or lease agreement showing service provider is based in the Free State
Functionality Evaluation and Experience Criteria
Proposals will undergo a rigorous functionality assessment. Bidders must provide appointment letters or orders proving the cumulative value of past catering services rendered. Points are allocated based on historical contract values, rewarding firms with proven, high-value experience in the government hospitality sector.
