Umzinyathi District Municipality has issued an open tender (T2026-26) for the leasing of 25 water tankers. This strategic three-year contract targets capable transport and logistics providers to bolster bulk water distribution and emergency service delivery across the KwaZulu-Natal district.
Scope of Works and Fleet Specifications
The appointed service provider will lease twenty-five (25) water tankers, each with a capacity of 18,000 litres. This fleet is critical for maintaining continuous water supply, supporting infrastructure maintenance, and executing emergency water reticulation protocols within the municipality’s jurisdiction.
Mandatory Documentation Requirements
Bidders must submit ALL the following documents to avoid automatic disqualification:
Compulsory Returnable Documents (MBD Forms):
- MBD 1: Invitation to Tender (must be completed and signed)
- MBD 3.1: Pricing Schedule (must be completed and stamped)
- MBD 4: Declaration of Interest
- MBD 5: Declaration for Procurement above R10 million
- MBD 6.1: Preferential Points System
- MBD 8: Declaration of past Supply Chain Management Practices
- MBD 9: Certificate of Independent Bid Determination
Company Registration and Identity Documents:
- Proof of company registration with CIPC (or ID for Sole Proprietor)
- Original certified copies of owner’s/directors’ identity documents (not older than six months)
- Full CSD Report (Central Supplier Database)
Municipal and Tax Compliance:
- Recent municipal account (rates and taxes) in the bidder’s name with no arrears exceeding 90 days
- Recent municipal account for each director (no arrears exceeding 90 days)
- Tax Compliance Status Certificate (TCS) or SARS PIN
- For foreign suppliers: Completed Pre-Award Questionnaire
Evidence of Capacity and Experience:
- Reference letters (not older than 2 years) stating vehicles managed
- Appointment letters or letters of award for at least 10 leasing contracts in the public sector
- Certified copies of all required certificates: ICASA, RMI, COIDA, and Information Regulatory Certificate
- Bank Guarantee of R100 million
Evaluation Criteria and Functionality
Proposals will undergo a rigorous two-stage evaluation process. Bidders must first achieve a minimum threshold of 70 functionality points to qualify. Those who pass this stage will proceed to the 80/20 Preferential Procurement Point System, balancing competitive pricing with targeted economic goals.
Submission Guidelines and Venue
Strict adherence to physical submission protocols is required. Bids must be enclosed in a sealed envelope and deposited directly into the official tender box. Postal, faxed, emailed, or couriered bids handed to staff will be disqualified.

Contract Duration and Validity
