The Construction Education and Training Authority (CETA) has issued a national Request for Proposal (BID NO: 004 – 2026/2027) to appoint a panel of research service providers. This strategic initiative aims to drive evidence-based decision-making and skills development within the South African construction and built environment sector.
Scope of Work and Strategic Deliverables
The appointed panel of researchers will provide specialised research and advisory services on an as-needed basis.
Key deliverables include:
- Strategic Document Development: Develop and review Sector Skills Plans, Strategic Plans, and research strategies, ensuring alignment with national policies and sector priorities.
- Research and Analysis: Conduct qualitative and quantitative research, analyse labour market trends and skills demand within the construction sector, and generate evidence-based insights.
- Stakeholder Engagement: Identify and engage public and private sector stakeholders, facilitate consultations, workshops, and focus groups, and strengthen partnerships with higher learning institutions and industry bodies.
- Impact Assessment: Design and implement monitoring and evaluation frameworks, conduct impact assessments of CETA-funded programmes, and provide strategic insights for continuous improvement.
- Other Research Functions: Undertake any additional research-related functions as required.
Evaluation Criteria and Functionality Scoring
Proposals will be evaluated using an 80/20 preferential procurement system, preceded by a strict functionality assessment. Bidders must score at least 80 points on functionality to qualify for the panel. Specific goals reward B-BBEE compliance, as well as women and youth-owned enterprises.

Bidders must submit the following documents with their proposal. Failure to submit will result in forfeiture of preference points or disqualification.

- SBD 1: Invitation to Bid
- SBD 4: Declaration of Interest
- SBD 6.1: Preference Points Claim Form
- SBD 7.2: Contract Form for Services
- GCC: General Conditions of Contract
Supporting Certificates and Proof:
- CSD Registration Report (proof of registration on Central Supplier Database)
- Letter from bank confirming banking details (not older than 3 months)
- Reference letters on official client letterheads (not older than 5 years)
- Detailed Project Proposal with Project Implementation Plan
- CVs and certified copies of qualifications for the Research Lead and four team members
- B-BBEE Certificate or Sworn Affidavit (EMEs: R10 million or less; QSEs: R10-R50 million; others: SANAS-accredited certificate)
- JV Agreement, CSD reports, and SBD4 documents for all JV members (if applicable)
Mandatory Submission and Registration Rules
Bidders must submit one original hard copy and one unlocked USB containing all returnable documents. Crucially, bidders or their couriers must physically sign the tender register at the CETA Head Office reception upon delivery. Submissions not registered on the tender register will be strictly disqualified.
