Air Traffic and Navigation Services Company Limited (ATNS) has issued an open tender (ATNS/RFP03/06/2026/27/FAPE_GARDENING) for the provision of landscaping and gardening services at its Gqeberha station and related facilities. This strategic five-year contract targets capable horticultural service providers to maintain the aesthetic and environmental standards of critical aviation infrastructure in the Eastern Cape.
Scope of Work
The appointed service provider will maintain ATNS’s Gqeberha grounds, including cultivation and weeding, pruning, leaf litter removal, and paving maintenance. Key responsibilities include:
- Keeping all areas weed-free with regular removal of self-seeded seedlings
- Pruning shrubs, ground covers, and trees, with all tree branches cut 500mm from road edges
- Removing garden refuse daily during site visits
- Supplying and maintaining all machinery and tools
- Providing PPE and branded uniforms for all staff
- Staff must obtain and maintain ACSA permanent permits for airside access
The successful bidder must create and submit an OHS Safety file.

A pre-bid clarification meeting will be hosted to assist prospective bidders with site-specific logistics and technical requirements. Attendance is highly recommended but not mandatory.

Mandatory Requirements
Failure to comply with any mandatory requirement will result in disqualification:
- SARS Tax Compliance: Valid SARS Tax Compliance Status PIN (must remain valid for 120 days from submission)
- COIDA Compliance: Valid Letter of Good Standing issued by the Department of Employment and Labour (Compensation Commissioner)
- CIDB Grading: Minimum grading of 3SH or higher (Landscaping, Irrigation and Horticulture). ATNS will verify active status on the CIDB Register. Bidders capable of registration must submit proof of application.
- Locality Footprint: Proof of local presence within Gqeberha area. Acceptable documents include municipal account, lease agreement, or Memorandum of Understanding (MoU) with a locally based partner.
