The Free State Department of Sport, Arts, Culture and Recreation (DSACR) has issued an open tender (SACREMS2026/27) for the appointment of event management service providers to form a dedicated panel for a period of thirty-six (36) months. This strategic procurement aims to secure experienced professionals capable of conceptualizing, organizing, and executing diverse cultural, sporting, and recreational events across the province.
Scope of Services and Panel Objectives
The appointed panel will provide comprehensive event management services to the Department. Key responsibilities include:
- Planning and conceptualizing high-profile provincial events.
- Coordinating logistics, marketing, and on-the-ground execution.
- Managing budgets and ensuring alignment with the Department’s strategic objectives for arts, culture, and sports development.
Compulsory Briefing Session
Attendance at the mandatory clarification meeting is strictly required. Failure to attend will result in immediate disqualification.

Mandatory Submission Requirements
Bidders must attach the following documents to their sealed bid envelope:
- Company Registration Certificate (CIPC)
- Valid SARS Tax PIN
- Comprehensive Company Profile
- Proof of Business Address
- Fully initiated and completed tender document with initials on all pages
- Signed Declaration of Interest (SBD4)
- 12 months Audited Annual Financial Statement (attested by a qualified CA(SA))
- Completed SBD1, SBD3.1, SBD4, SBD6.1
- Valid PSIRA Registration Certificate
- Valid Catering Health Certificate from the Municipality
- Certified ID copies of directors (not older than 6 months)
- Public Liability Insurance (minimum R10 million)
