The Department of Water and Sanitation (DWS) has issued an open tender (WTE-0531 CS) for the supply of transport services for employees working on the Lower Sundays River Water Scheme (LSGWS) Canal Failure Repair Project. This 12-month contract, managed by DWS Construction South, is critical for ensuring the safe and reliable daily commute of local workers to the construction site in the Eastern Cape.
Project Scope and Route Requirements
The appointed service provider will transport employees across four designated routes daily. These routes include collecting workers from Paterson, Kirkwood (Mabida and Aquapark Bergsig), Bersheba, Enon, and Addo (Valencia and Nomathasanca townships) to the LSGWS canal realignment site.
Site Location and Logistics
The construction site is located between Addo and Kirkwood in the Eastern Cape (Coordinates: -33.438189, 25.534271). Bidders are strongly advised to acquaint themselves with the local road conditions and distances to ensure accurate pricing and reliable service delivery.
Mandatory Submission Requirements (Phase 1)
Failure to submit any of the documents below will render your bid non-responsive:
- Proof of registration with a taxi association
- Valid operating licence for each vehicle
- Valid roadworthy certificate for each vehicle
Administrative Compliance Checklist (Phase 2)
Bidders must also submit the following with their bid:
- CSD registration report (full report)
- SARS Tax Clearance Letter & TCS PIN
- CIPC certificate (active registration)
- Original/certified B-BBEE certificate (to claim preference points)
- Letter of Good Standing with Compensation Commissioner
- Letter of authority to sign bid (e.g., company resolution)
- Completed and signed SBD1, SBD3.1, SBD4, SBD6.1
Technical Specifications for Vehicles
The bidder must provide a roadworthy minibus or similar vehicle that can legally accommodate all employees per route (no overloading). Key requirements include:
- Valid Public Drivers Permit (PDP) for the driver
- Vehicle must be maintained and replaced if non-operational
- Fuel, permits, and driver costs to be included in the bid rate
- The Department will not tolerate late coming of employees
Pricing and Contract Conditions
Bidders must note that this is a firm-price contract for a period of 12 months. The Department will not entertain any claims for non-firm price increases at a later date. All offers must remain valid for 120 days from the closing date.
