The KwaZulu-Natal Department of Public Works & Infrastructure invites qualified service providers to submit quotations for the clearing of overgrowth at its eThekwini Regional Office. This Request for Quotation (066276) requires three separate cuts and cart-away of vegetation over a 9-month contract period under the JBCC Minor Works Agreement (4th Edition).
Tender Overview and Scope
The project requires the clearing of overgrowth comprising three cuts and cart away services at the eThekwini District Office. Contractors must ensure all vegetation is cleared, removed from the site, and disposed of responsibly, maintaining a safe and professional environment for public sector operations.
Mandatory CIDB Grading & Compulsory Briefing
Only bidders registered with the CIDB in a contractor grading designation of 1SH ONLY or higher may submit offers. A compulsory briefing session will take place on 10 June 2026 at 08:30 at the eThekwini District Office, 455a Jan Smuts Highway, Mayville, Durban. Failure to attend will disqualify the bid.

Evaluation & Preference Points (80/20 System)
Quotations will be evaluated using the 80/20 preference point system:
- Price (80 points): Lowest acceptable quote scores maximum.
- Specific Goals (20 points): Points awarded for:
- Ownership by Black People (10 points)
- Promotion of enterprises located in a specific municipal area (10 points)
- Non-compliant contributor: 0 points for specific goals.
- Proof required: Sworn affidavit for Black ownership; municipal account or lease agreement for local area.
Contract Period & Penalties
- Contract Period: 9 calendar months.
- Practical Completion Date: To be determined upon site possession.
- Penalty for delay: 0.04% of the Contract Sum per calendar day.
OHS & EPWP Compliance
The contractor must comply with the Occupational Health and Safety Act (Act 85 of 1993) and Construction Regulations 2014. A Construction Safety, Health and Environmental Plan must be approved before work commences. Labour-intensive methods apply as per EPWP guidelines, with targets for local employment.
