Sakhisizwe Local Municipality has released an open tender for the provision of Microsoft 365 Business Premium for a period of one year. The contract aims to enhance ICT responsiveness, efficiency, transparency, and service delivery to communities.
Scope of Work & License Quantity
The appointed service provider will supply 110 Microsoft 365 Business Premium licenses (quantity as per pricing schedule). All licenses must be genuine, compliant, and sourced through authorized Microsoft channels. Proof of license authenticity and subscription documentation must be provided.

Compulsory Supporting Documents
Bidders must submit:
- Latest full CSD report (not older than three months)
- Fully completed and signed bid document (MBD 1 to 9)
- Originally certified ID copies of directors (not older than six months)
- Microsoft Partner certificate
- Municipal billing clearance certificate or statement (not older than three months) OR a lease agreement signed by both parties (for tenancy) – in the name of the bidder
- Joint ventures/consortia: signed agreements and all returnable documents for each partner

80/20 Preference Points System
- Price: 80 points
- Specific Goals: 20 points – allocated as:
- Youth‑owned company: 6 points (CSD summary or certified ID copy of director)
- Women‑owned company: 6 points (CSD summary or certified ID copy of director)
- Locality: 8 points – within Sakhisizwe Local Municipality = 8 points; Chris Hani District = 6 points; Eastern Cape = 5 points; outside Eastern Cape = 3 points; no proof = 0 points (attach CSD and rates clearance / proof of residence)
Penalties & Contract Terms
- Failure to deliver as specified may result in the Municipality withholding 10% of the invoice amount
- No contract adjustments during the contract period – rates are fixed
- Contract period: 12 months
- Payment: within 30 days after receipt of a valid tax invoice
