Cape Agulhas Municipality invites qualified contractors to submit quotations for the repair and maintenance of the Napier Community Hall. This Request for Quotation (Q26/2025/26) targets established construction service providers capable of restoring the facility to original functionality while ensuring compliance with the Occupational Health & Safety Act and National Building Regulations.
Scope of Works and Technical Requirements
The appointed contractor will deliver comprehensive restoration services including:
- High-pressure washing of external walls and crack/fault repairs with P300/Polyfilla and bonding agents
- Plaster repairs, painting, and aesthetic enhancements to improve community appeal
- Structural repairs ensuring safety, durability, and compliance with building standards
- Final inspection with Municipal Representative (Manager: Parks & Recreation) upon completion
- 12-month defect liability period for quality assurance

Attendance at the pre-bid clarification meeting is mandatory. Bidders who fail to attend will be disqualified.

Eligibility and Submission Criteria
Bidders must demonstrate:
- Valid registration on the National Treasury Central Supplier Database (CSD)
- Proven experience in community infrastructure or building maintenance projects
- Completed Standard Bidding Documents and tax compliance certification
- B-BBEE verification certificate or sworn affidavit for preference point allocation
- Capacity to deliver works within agreed timelines and quality standards
Evaluation and Preference Points
Proposals will be evaluated using the 80/20 preference point system:
- 80 points allocated for price competitiveness (firm, VAT-inclusive pricing required)
- 20 points allocated for specific goals: B-BBEE status level (10 points) and supplier locality within Cape Agulhas Municipality, Overberg, or Western Cape (10 points)
