The South African Weather Service (SAWS), a Schedule 3A Public Entity under the Public Finance Management Act, invites qualified project management professionals to submit quotations for oversight services related to the installation of anti-climbing wire mesh fencing at its Waterkloof vacant land in Pretoria. This Request for Quotation (RFQ 4403/25) targets registered project managers capable of ensuring timely, budget-compliant, and quality-driven delivery of critical security infrastructure.
Key Responsibilities and Deliverables
The appointed service provider will coordinate all aspects of the fencing project, including:
- Liaising with the fencing installer to develop a comprehensive project plan aligned with the Bill of Quantities
- Monitoring project progress, addressing risks, and ensuring adherence to safety protocols on-site and during material transport
- Overseeing budget management and quality assurance throughout the project lifecycle
- Submitting phased progress reports linked to fencing installation milestones within a 6-month completion window
- Ensuring contractors comply with detailed safety and environmental standards
Mandatory Eligibility Requirements
Bidders must demonstrate:
- Valid professional registration with SACPCMP (South African Council for Project and Construction Management Professions) or PMSA (Project Management South Africa)
- Current COIDA Certificate of Good Standing
- Proven experience in infrastructure or security fencing project management
- Completed SBD forms and tax compliance documentation
Submission Guidelines and Deadlines
Quotations must be submitted electronically to RFQsubmissions@weathersa.co.za by 11:00 on Tuesday, 14 April 2026. All submissions must be in PDF format, include the RFQ reference number in the subject line, and remain valid for 60 days from closing. Late or incomplete submissions will not be considered.
Evaluation and Preference Points
Proposals will be evaluated using the 80/20 preference point system. A functional evaluation threshold of 70 points applies before price assessment. Specific goals allocation includes points for local enterprise participation, black ownership, women ownership, youth involvement, and disability inclusion within the Gauteng province.
