    MLRF Seeks Blind Curtain and Window Frosting Installation

    The Marine Living Resources Fund (MLRF), a Schedule 3A public entity within the Department of Forestry, Fisheries and the Environment, has published a Request for Quotation for the supply, delivery, and installation of blind curtains and window frosting. This tender, designated RFQ0001204, seeks a service provider to enhance office facilities at its Cape Town premises.

    Scope of Work: Blind Curtains and Window Frosting

    The appointed service provider will supply, deliver, and install the following items:

    • Blind Curtains: 1.90 metre x 3 width and 1.22 metre x 3 height.
    • Window Frosting: 77 cm x 10 width and 1.94 metre x 10 height.

    Geographical Restriction: Only suppliers within the Western Cape Province will be considered for this RFQ.

    Mandatory Submission Requirements

    Bidders must submit the following documents to be considered. Failure to do so may result in disqualification:

    • Completed SBD Forms: SBD 1, SBD 3.1, SBD 4, and SBD 6.1.
    • Tax Compliance: Valid Tax Clearance Certificate or SARS Tax Compliance Status PIN.
    • CSD Registration: Proof of registration on the Central Supplier Database (full CSD report).
    • BBBEE Certificate: Original or certified copy of valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to claim preference points.
    • Company Documents: Entity registration certificate (CK1), certified ID copies of directors, and letter of authority to sign.

    Evaluation: 80/20 Preference Point System

    The RFQ will be evaluated using the 80/20 preference point system. Specific goals (20 points) are allocated as follows:

    • 51% Black ownership: 8 points
    • 50% Women ownership: 4 points
    • Youth ownership: 4 points
    • Disability: 4 points

    Bidders must submit supporting documents to substantiate claims; failure to do so will result in forfeiture of preference points.

    Submission Instructions and Closing Date

    All quotations must be emailed to MLRFQUOTATIONS@dffe.gov.za on or before the closing date. No hand-delivered responses will be accepted. Late submissions will not be considered. Bids must remain valid for 60 days from closing.

    Closing Date: Thursday, 09 April 2026, at 11:00.

    Important Conditions

    • No services or goods are to be rendered before an official MLRF Purchase Order is issued.
    • Delivery must be completed within 60 days of receiving the Purchase Order.
    • The winning bidder must register on the MLRF Oracle ERP system within seven days of receiving the registration form.
    • Payment will be made within 30 days of receipt of a valid tax invoice.
