The Limpopo Department of Sport, Arts and Culture (DSAC) invites experienced catering service providers to submit bids for the rental and operation of a tuck-shop at the Schoemansdal Museum in Makhado. This three-year revenue-generating contract offers a unique opportunity for an SMME to establish a presence at a key cultural site. Interested parties must submit their proposals before the closing date of 8 April 2026.
This open tender (DSAC2025/26-B17) is for the rental of an 8m² facility, with the successful bidder operating the tuck-shop for their own account, managing all stock, sales, and staffing. The department will provide the premises, water, electricity, and a commercial refrigerator.
Tender Overview and Key Dates
The contract period is three years, with the monthly rental price to remain fixed for the entire duration. The tender follows the 80/20 preferential procurement system, where 80 points are allocated for the rental price offered, and 20 points for specific goals related to BBBEE.

Scope of Services and Operating Hours
The appointed service provider will be responsible for selling refreshments, snacks, and basic meals to museum staff and visitors. Operating hours are weekdays (Monday to Friday) from 07:00 to 16:30, excluding public holidays.
The scope includes:
- Preparing and selling basic meals, sandwiches, burgers, and hot and cold beverages.
- Ensuring all food is prepared with fresh ingredients and adheres to high hygiene standards.
- Maintaining the cleanliness of the tuck-shop and its immediate environment.
- Providing adequate catering equipment, cutlery, and disposable containers.
The sale of intoxicating substances and tobacco products is strictly prohibited.
Mandatory Administrative Requirements
Bidders must submit a complete, signed, and initialled bid in a sealed envelope to the tender box in Polokwane by the closing date. Failure to submit any of the following documents will lead to immediate disqualification:
- SBD 1 (Invitation to Bid): Fully completed and signed.
- SBD 3.1 (Pricing Schedule – Firm Prices): Must be fully completed with monthly and annual rental figures.
- SBD 4 (Bidder’s Disclosure): Declaring any conflicts of interest.
- Certificate of Acceptability: A valid certified copy (not older than 3 months) issued by the local municipality.
- Central Supplier Database (CSD) Registration: Bidders must be registered on the CSD.
- Proof of company registration and director identity documents
Functionality Evaluation Criteria (Phase 2)
Bids that pass the administrative stage will be evaluated on functionality, with a minimum threshold of 70 out of 100 points to proceed.
- Methodology (25 points): A detailed plan covering food quality, hygiene, safety standards, waste management, menu variety, and regulatory adherence.
- Proven Track Record (45 points): Contactable reference letters from government or private clients, signed and on letterhead, indicating the duration of service (more than 48 months yields maximum points).
- Locality (30 points): Bidders located in the Makhado Local Municipality will score maximum points, verified by a municipal rates invoice or proof of address from a Traditional Authority.
Phase 3: 80/20 Pricing and Specific Goals
The final evaluation phase ranks qualifying bidders using the 80/20 preference points system.
- Price (80 points): Points are calculated based on the total bid price (Year 1 + Year 2 + Year 3 rental). The highest acceptable rental offer will score maximum points.
- Specific Goals (20 points): Points are claimed for BBBEE status elements, verified via the CSD report and supporting documents. These include goals for Black People (10 points), Women (2 points), Youth (2 points), People with Disabilities (2 points), Military Veterans (2 points), and Rural/Township Businesses (2 points).
Service Provider Obligations and Compliance
The successful bidder must comply with the Occupational Health and Safety Act, provide staff with uniforms and PPE, and ensure the facility is operational within 30 days of the award.
Monthly rental must be paid in full in advance by the 7th of each month. The department will not be liable for any loss, theft, or damage to the service provider’s stock or equipment on the premises. The contract may be cancelled for non-compliance or fraudulent claims.
