The Umzimvubu Local Municipality has issued a Request for Quotation (RFQ) for the provision of Occupational Health and Employee Wellness Services under Bid Number UMZ/2026-27/HR/01. The municipality is seeking a qualified and experienced service provider to deliver comprehensive occupational health services to its employees and councilors over a two-year period.
Scope of Services
The appointed service provider will be responsible for delivering a range of occupational health and wellness interventions, including but not limited to:
- Conducting fitness-for-work medical examinations and ongoing medical surveillance
- Diagnosing and treating work-related illnesses and injuries
- Providing psychological and therapeutic support services
- Periodically reviewing disability cases and liaising with the Department of Labour
- Maintaining detailed medical records and case histories
- Submitting comprehensive quarterly and close-out reports
All services must comply with the requirements of the Occupational Health and Safety Act, and the successful bidder must demonstrate accreditation with the Health Professions Council of South Africa (HPCSA) and the South African Society of Occupational Medicine (SASOM).
Mandatory Requirements
Bidders must meet the following compulsory criteria to be considered responsive:
- Valid proof of registration with HPCSA, SASOM, and/or EAPSA
- A medical degree (MBChB) plus a Diploma in Occupational Health
- Minimum of 3–5 years’ experience in occupational health
- Evidence of having served at least three institutions in a similar capacity
- A physical office or surgery located within the Umzimvubu Local Municipality jurisdiction
- Submission of certified ID copies of managing directors/owners
- Valid tax compliance status via SARS PIN or Tax Clearance Certificate
- Registration on the Central Supplier Database (CSD)
- Completion of all required MBD forms (4, 6.1, 8, and 9)
- Proof of municipal account standing or acceptable alternative documentation (e.g., lease agreement or affidavit)
Pre-Qualification and Evaluation Criteria
The bidding process includes a strict pre-qualification phase. To proceed to the next stage of evaluation, bidders must achieve a minimum of 70 points for functionality. The functionality will be assessed based on the following criteria:
- Experience and expertise of key staff: 40 points
- Registration with Medical Council: 20 points
- Company experience: 20 points
- Quality of proposed personnel: 20 points
Following the functionality assessment, the 80/20 preference point system will apply. Points are allocated for specific goals, including ownership by youth, women, black people, people living with disabilities, and suppliers based within the Umzimvubu Local Municipality.
