The Johannesburg Tourism Company (JTC), a City of Johannesburg Metropolitan Municipality entity, has issued a Request for Quotation (RFQ) under reference number JTC0015/2025-26 for the appointment of a service provider to deliver comprehensive hygiene services across its Sandton offices for a period of three years. The contract includes cleaning, restocking, and sanitary waste disposal for staff and visitor facilities at the Sandton Library (4th and Ground Floors), Nelson Mandela Square. Submissions must be hand-delivered by 11:00 on Wednesday, 12 March 2026, to the JTC Bid Box.
This is a strategic opportunity for accredited hygiene and facility management providers with experience in public sector compliance and sustainable waste handling.
Scope of Work: Full-Service Hygiene Management
The successful service provider will deliver:
- Daily cleaning and sanitisation of all ablution facilities
- Restocking of consumables: toilet paper, soap, paper towels, feminine hygiene products
- Installation and maintenance of wall-mounted dispensers (soap, paper, deodorisers)
- Collection, secure packaging, and compliant disposal of sanitary and hygiene waste
- Compliance with municipal health, safety, and environmental regulations
Services must be rendered during agreed hours, with flexibility for urgent requests.
Mandatory Submission Requirements
To be considered, quotations must include:
- A formal quote on company letterhead with firm, VAT-inclusive pricing
- Valid SARS Tax Compliance PIN or clearance certificate
- Proof of registration on the Central Supplier Database (CSD)
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Municipal Bidding Documents (MBDs): MBD 3.3, MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points), MBD 8, and MBD 9
- Proof of locality within the City of Johannesburg (utility bill, lease agreement, or ward councillor letter)
Quotations must be submitted exclusively via hand delivery—no emails, faxes, couriered, or postal submissions will be accepted.
Evaluation Criteria: 80/20 Preferential Procurement System
Quotations will be scored using the 80/20 system:
- 80 points: Price (lowest compliant quote = 80; others scored proportionally)
- 20 points: Specific Goals, including:
- 5 points: Business located within City of Johannesburg jurisdiction
- 5 points: SMME status (EME or QSE)
- 10 points: Black, women, youth, or disability ownership
Only complete, responsive, and compliant submissions will be evaluated.
