The Department of Water and Sanitation (DWS) has issued an open Request for Bid under reference number WTE-0500 CS for the supply of daily transport services for employees working on the Lower Sundays River Government Water Scheme (LSGWS) Canal Failure Repair Project near Kirkwood, Eastern Cape. The contract covers transportation from Paterson, Mabida, Aquapark, Bergsig, and Nomathasanca townships to the construction site, Monday to Friday, for a period of 12 months. Submissions must be hand-delivered by 11:00 on Thursday, 5 March 2026, to the DWS offices in Paarl.
A compulsory site meeting will be held on 19 February 2026 at 11:00 at the Kirkwood Site Offices—attendance is mandatory for all bidders.
Project Overview: Supporting Critical Water Infrastructure Repairs
The LSGWS Canal Realignment Project addresses a major slip slope failure that disrupted water supply to agricultural and municipal users. The repaired canal will feature a new concrete-lined section running parallel to the failed plastic-lined structure. To ensure consistent workforce mobilisation, DWS requires reliable, safe, and punctual transport for up to 22 employees daily across two designated routes.
Scope of Transport Services
The successful service provider will deliver:
- Route 1: Daily morning and afternoon transport for 6 employees from Paterson town to the site
- Route 2: Daily morning and afternoon transport for 16 employees from Mabida, Aquapark, Bergsig, and Nomathasanca townships
- Vehicles must be roadworthy, licensed for passenger transport, and equipped with valid operating permits
- Service must operate Monday to Friday, excluding public holidays and the year-end closure period (11 December – 9 January)
All transport must comply with the National Road Traffic Act and relevant safety regulations.
Mandatory Requirements and Documentation
Bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit (Level 1–8 or EME/QSE)
- Completed Standard Bidding Documents: SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim)
- Proof of vehicle ownership or lease agreement and valid roadworthy certificates
- Compulsory site inspection attendance confirmation (signed register at briefing)
Failure to attend the compulsory site meeting will result in disqualification.
Evaluation Criteria: Functionality and 80/20 Preference System
Bids will be assessed in three stages:
- Mandatory Compliance Check – verification of all required documents and site attendance
- Functionality Assessment – based on fleet capacity, route familiarity, and operational plan
- 80/20 Preferential Procurement Scoring:
- 80 points: Price (lowest compliant = 80; others scored proportionally)
- 20 points: Specific Goals (Black, women, youth, disability ownership, and locality in Eastern Cape)
Only responsive and compliant bidders will proceed to price evaluation.
