The uMngeni Local Municipality in KwaZulu-Natal has issued an open Request for Bid under reference number UMN 15/2025-26 for the leasing, refurbishment, and operation of a restaurant facility located within the Howick Falls Precinct—one of the Midlands’ most iconic tourism destinations. The lease will run for 9 years and 11 months, offering a unique opportunity for experienced hospitality entrepreneurs to establish a destination dining experience aligned with regional tourism development goals. Submissions must be hand-delivered by 12:00 on Tuesday, 7 April 2026, to the Municipal offices in Howick.
A compulsory briefing session will be held on 13 February 2026 at 10:00 at the Hilton Boardroom, 29 Hilton Avenue, Hilton—attendance is mandatory for all bidders.
Strategic Location: Capitalising on a Premier Tourism Asset
Howick Falls (“KwaNogqaza”) is a major natural attraction drawing domestic and international visitors year-round. As part of the Howick Falls Precinct Revitalisation Programme, the municipality is repositioning the site as a vibrant cultural and recreational hub featuring upgraded walkways, an information centre, vendor stalls, amphitheatre, and now, a revitalised restaurant. The successful bidder will play a central role in enhancing visitor experience and supporting local economic development.
Scope of Work: From Concept to Operation
Bidders must submit a comprehensive proposal that includes:
- A clear business concept aligned with family-friendly, tourism-oriented dining
- Branding and marketing strategy integrated with regional tourism promotion
- Architectural and interior design plans for refurbishment (the existing structure requires upgrades)
- Menu concept, staffing plan, and operational model
- Evidence of financial capacity and hospitality industry experience
The municipality retains ownership of the building; the lessee will be responsible for all capital improvements, maintenance, and compliance with health, safety, and heritage regulations.
Mandatory Requirements and Documentation
To be considered, bidders must submit:
- Valid registration on the Central Supplier Database (CSD)
- SARS Tax Compliance PIN or clearance certificate
- B-BBEE Certificate or sworn affidavit
- Proof of relevant hospitality experience (e.g., restaurant management, food service operations)
- Detailed financial projections and proof of funding capacity
- Completed Standard Bidding Documents: MBD 4 (Declaration of Interest) and MBD 6.1 (Preference Points Claim)
Joint ventures must provide a notarised agreement and ensure all partners meet these criteria.
Evaluation Criteria: Vision, Viability, and Community Impact
Proposals will be assessed based on:
- Business concept and alignment with precinct vision (30 points)
- Design and refurbishment plan (20 points)
- Operational and financial sustainability (20 points)
- Job creation and local economic impact (15 points)
- Compliance and risk management (15 points)
Preference will be given to proposals that demonstrate strong integration with local tourism, use of local produce, and inclusive hiring practices.
