The Gauteng Department of Education (GDE) has issued an open tender (Bid Number: GT/GDE/069/2025) for the supply and delivery of clean drinking water to GDE institutions across Gauteng over a fixed 36-month period. This critical service addresses the urgent need for potable water in schools and educational facilities—particularly in rural, peri-urban, and off-grid areas where municipal water infrastructure is either unavailable or unreliable.
Published on Friday, 12 December 2025, the tender closes on Friday, 23 January 2026, at 11:00 AM and seeks qualified water logistics providers capable of ensuring consistent, safe, and timely water delivery in compliance with national health and safety standards. The service will be implemented on a regional and sub-regional basis, with successful bidders appointed per district—including Tshwane, Johannesburg, Ekurhuleni, and Sedibeng—depending on operational capacity and geographic coverage.
Scope of Water Supply and Delivery Services
Appointed service providers will be responsible for sourcing clean drinking water from municipally approved collection points, transporting it in certified water tankers (5–12 kilolitres capacity), and delivering it directly to GDE institutions as scheduled or on emergency request. Each delivery must meet SANS 241:2015 (Edition 2) standards for potable water, and monthly chlorination of on-site storage tanks is mandatory in line with World Health Organization (WHO) guidelines.
Providers must also supply and maintain essential equipment—including 60mm–100mm flexible PVC discharge hoses and 5HP pumps capable of reaching 9-meter-high tanks—and submit monthly water quality test reports from accredited laboratories covering E. coli, bacterial count, and pH levels.
Mandatory Qualifications and Compliance Requirements
Bidders must demonstrate:
- A minimum of two roadworthy water tankers (8–10-ton trucks) with valid licenses
- A valid municipal permit authorizing water collection from approved sources
- At least two successfully completed projects in water delivery via tankers, supported by client reference letters on official letterhead
- Compliance with the Preferential Procurement Policy Framework Act (PPPFA) and submission of a B-BBEE affidavit or SANAS-accredited certificate
- Registration for e-invoicing with the Gauteng Provincial Government
Joint ventures must ensure all parties meet these criteria. Failure to submit any mandatory document—including SBD forms, tax clearance via CSD, or proof of roadworthiness—will result in automatic disqualification.
Two-Stage Evaluation and Functionality Threshold
All bids undergo a two-phase evaluation. First, an administrative screening eliminates submissions missing required documentation. Qualified bidders then enter a functionality assessment (100 points), where a minimum score of 70 is required to proceed. Key criteria include:
- Capacity to Deliver (40 points): Fleet size, geographic reach, and logistical planning
- Human Resources (40 points): Trained drivers, safety compliance, and vetting procedures
- Company Experience (20 points): Reference projects and client verification
Only bidders clearing the 70-point threshold advance to price and preference scoring.
Preferential Procurement and B-BBEE Point Allocation
The final award uses a 90/10 point system (for service contracts under R50 million):
- 90 points for competitive pricing
- 10 points for verified B-BBEE-specific goals:
- Black ownership (4 pts)
- Women ownership (1 pt)
- Youth ownership (2 pts)
- Disability ownership (3 pts)
Bidders must complete and submit the SBD 6.1 Preference Points Claim Form to qualify. Claims unsupported by CSD reports or valid certificates will not be considered.
Submission Guidelines and Key Deadlines
Bids must be submitted in one sealed envelope containing:
- One original signed proposal
- One printed copy
- One indexed, bound document with all required schedules
Submissions must be delivered by 23 January 2026, at 11:00 AM to the Tender Box at the Tallis Building, 17 Simmonds Street, Marshalltown, Johannesburg, 2107. Faxed, emailed, or late bids will not be accepted. All forms must be completed on official GPG bid documents—no re-typing permitted.
