This critical sanitation intervention aims to restore hygiene, prevent environmental contamination, and uphold the dignity of residents in this underserved community. Tender Overview and Public Health Imperative
The Walter Sisulu RDP area, located in the Elias Motsoaledi Local Municipality, relies heavily on Ventilated Improved Pit (VIP) latrines for sanitation. Prolonged lack of maintenance has led to overfilled and non-functional units, posing serious health and environmental risks. This once-off tender is part of the Municipality’s commitment to rectify backlog service delivery and comply with national sanitation and water services obligations.
Scope of Work: Suction, Emptying, and Sanitisation
The appointed service provider will be responsible for:
- Sucking and emptying the contents of 1,075 full VIP toilet units using 10m³ vacuum (honey sucker) trucks
- Transporting and lawfully disposing of all waste at an authorised treatment facility
- Thoroughly cleaning and sanitising the interior of each VIP structure post-emptying
- Providing qualified drivers, labourers, and supervisors for efficient execution
- Supplying all necessary PPE, cleaning agents, and safety equipment
All work must adhere to the National Environmental Management Act (NEMA), Municipal Systems Act, and occupational health and safety regulations. The contractor must hold a valid waste transport permit issued or recognised by Sekhukhune District Municipality.
Mandatory Qualifications and Documentation
To be considered responsive, bidders must submit:
- Valid SARS Tax Compliance Status (TCS) PIN
- Full Central Supplier Database (CSD) registration report
- Completed MBD 1–9 forms, including Declarations of Interest, Past SCM Practices, and Independent Bid Determination
- CIDB grading of 3CE or higher
- Municipal rates clearance or affidavit confirming no arrears exceeding 90 days
- Valid Waste Transportation Permit for VIP sludge in Sekhukhune
- Three verifiable reference letters for similar municipal sanitation projects
Incomplete or non-compliant submissions will be disqualified.
Submission Guidelines and Location Restrictions
Bids must be hand-delivered in a sealed envelope, clearly marked with the tender number and full description, and placed in the official bid box at the AB Sikhosana Fire Station, Corner Chris Wiid & Van Riebeeck Street, Groblersdal, 0470.
Critical Note: Submissions delivered to the Bareki Mall offices will NOT be accepted. The Groblersdal bid box is open 24/7, but all bids must be received by 11:00 AM on 15 January 2026. Late, emailed, faxed, or couriered bids will be rejected.
Evaluation Criteria and Preference Points
Bids will be evaluated under the 80/20 Preferential Procurement System:
- 80 points for price competitiveness
- 20 points for specific empowerment goals (Black, women, youth, disability ownership)
Bidders must also demonstrate technical capacity, equipment availability, and proven experience in large-scale municipal sanitation projects. Only compliant and responsive bids will proceed to adjudication.
