The Department of Tourism has issued a Request for Quotation (IM2262026) for the provision of comprehensive catering services at the University of the Western Cape. This targeted procurement initiative aims to secure high-quality, reliable hospitality services for an official departmental event, ensuring seamless support for delegates and aligning with the department’s commitment to professional and efficient service delivery.

Scope of Catering Services

The appointed service provider will be responsible for executing a detailed catering schedule for 120 delegates over two days, specifically on 14 and 15 November 2026. Key operational deliverables include:

  • Provision of arrival morning tea and mid-morning tea.
  • A comprehensive lunch service featuring two starch options, two meat options, one vegetable, and one salad.
  • Supply of one canned soft drink and three bottles of water per person for lunch.
  • Provision of all necessary serving equipment, crockery, and cutlery, as these are not supplied by the department.
  • Strict adherence to food safety, hygiene, and quality standards throughout the event duration.

Special Conditions and Compliance

Bidders must note a critical pre-qualification requirement: only service providers with verified Western Cape addresses reflected on their Central Supplier Database (CSD) registration will be considered for this opportunity. Additionally, bidders must submit a valid, updated SBD 4 Declaration form (effective from 01 August 2026) to confirm the absence of any conflicts of interest. All quoted prices must be firm, inclusive of VAT, and valid for the stipulated evaluation period.

Evaluation Criteria

Quotations will be evaluated in accordance with the Preferential Procurement Policy Framework Act, utilizing the 80/20 preference point system. Eighty points are allocated for price competitiveness, while the remaining twenty points are awarded for specific transformation goals, including B-BBEE status level contribution. Bids will first be assessed for administrative and functional compliance before advancing to the price and preference evaluation stage.
