The North West Department of Arts, Culture, Sports and Recreation has issued an open tender (ACSR 120/2026) for the pre-qualification of service providers for the supply and delivery of library materials. This strategic three-year contract aims to build a well-balanced, up-to-date, and accessible collection of resources that meets the diverse educational and cultural needs of communities across the province’s public libraries.

Scope of Supply

The successful service providers will be registered on the departmental database to supply and deliver library materials on an as-and-when-required basis. Key deliverables include:

  • Provision of reference materials and dictionaries in English, Afrikaans, Setswana, and other South African official languages upon request.
  • Supply of materials in various formats, including printed books, audiobooks, and audiovisual resources.
  • Availability of both soft-cover and hardcover editions, with hardcovers supplied upon specific request.
  • Timely and secure delivery of materials to designated library facilities throughout the North West Province.

Mandatory Compliance Requirements

To be considered responsive, bidders must submit a comprehensive and fully compliant documentation package. Essential submissions include:

  • A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
  • A current SARS Tax Compliance Status PIN.
  • A valid B-BBEE certificate or sworn affidavit.
  • Fully completed Standard Bidding Documents, including the Declaration of Interest and Pricing Schedules.
  • Proof of the bidder’s capacity and logistical capability to fulfill bulk orders within stipulated timeframes.

Evaluation Criteria

Proposals will undergo a rigorous pre-qualification and evaluation process in accordance with the Preferential Procurement Policy Framework Act. Bidders must first pass the administrative compliance check, ensuring all mandatory documents are correctly completed and submitted. Qualifying bids will then be assessed on their technical capacity, past performance in similar supply contracts, and adherence to the department’s specific requirements. The final adjudication will balance price competitiveness with specific transformation goals to promote local economic development.

There will be no briefing session for this procurement. Bidders must note a critical submission condition: sealed bid documents must be deposited into the official tender box situated next to the reception area at the Department of Arts, Culture, Sports and Recreation, Gaabomotho Building, 760 Dr. James Moroka Drive, Mmabatho, 2735.
