The Sekhukhune District Municipality (SDM) in Limpopo has issued a re-advertised open tender (SK8/3/1-18/2026/2027) for the appointment of a panel of service providers to supply personal protective equipment (PPE) and associated safety items. This strategic three-year contract aims to ensure the health, safety, and regulatory compliance of municipal employees across various high-risk and operational departments, in strict adherence to the Occupational Health and Safety Act.

Scope of Supply

The successful service provider(s) will be responsible for the comprehensive provisioning of high-quality, compliant safety gear. Key deliverables include:

  • Supply and delivery of specialized PPE, including work suits, dust coats, lab coats, shirts, winter coats, and aprons, all featuring high-standard embroidery of the Sekhukhune District Municipality logo and emblem.
  • Provision of additional safety and uniform items such as track suits, sport socks, sport shoes, and barets.
  • Conducting on-site visits to all SDM workplaces, stations, and offices to accurately measure employees and ensure correct sizing for all issued garments.
  • Submission of physical samples of all quoted items to the Sekhukhune District Municipality (Bareki Mall office) for quality assurance prior to final award.

Mandatory Compliance Requirements

To be considered responsive, bidders must submit a stringent compliance package demonstrating operational legitimacy and product quality. Essential documentation includes:

  • A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
  • A current SARS Tax Compliance Status PIN.
  • A valid B-BBEE certificate or sworn affidavit.
  • Certified company registration documents and authorized signatory mandates.
  • Physical samples of the proposed PPE items, as failure to supply these will result in the specific items not being considered and potential disqualification.

Evaluation Criteria

Proposals will undergo a rigorous multi-stage evaluation process. Bidders must first pass the administrative and functionality assessments, which evaluate company experience, financial capacity, and the technical quality of the submitted samples. Qualifying bids will then be adjudicated using the applicable preferential procurement point system (80/20 or 90/10), balancing price competitiveness with specific transformation goals, such as B-BBEE contribution and local enterprise development.
