African Exploration Mining and Finance Corporation (SOC) Ltd (AEMFC) has issued a formal Request for Proposal (AE/VLAK008/2026) for the appointment of a suitably qualified service provider to deliver occupational hygiene services. This strategic three-year contract is designed to ensure strict compliance with the Mine Health and Safety Act and relevant occupational health legislation, safeguarding employee well-being at both the AEMFC Head Office and the Vlakfontein Mine in Mpumalanga.
Scope of Services
The successful service provider will be responsible for comprehensive occupational health monitoring and reporting across designated operational sites. Key deliverables include:
- Conducting environmental parameter measurements, including temperature, humidity, air movement, and radiant heat.
- Assessing employee exposure to heat stress, identifying high-risk areas, and recommending targeted mitigation measures.
- Submitting quarterly occupational hygiene statutory reports to the Department of Mineral and Petroleum Resources (DMPR) and mine management.
- Attending to DMPR or Department of Labour inspections and audits as required, alongside conducting annual internal occupational hygiene audits.
- Actively participating in mine wellness campaigns and providing an annual occupational hygiene sampling schedule.
Compulsory Briefing Session
Attendance at the virtual pre-proposal briefing is strictly mandatory. Failure to attend and register will result in immediate disqualification. The session is scheduled for Thursday, 05 November 2026, at 10:00 via Microsoft Teams. Interested bidders must complete the “Registration of Prospective Bidders Form” and submit it to tender@aemfc.co.za no later than 02 November 2026 to receive the meeting link and ensure proper arrangements are made.

- A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
- A current SARS Tax Compliance Status PIN.
- A valid B-BBEE certificate or sworn affidavit.
- Detailed Curriculum Vitae (CVs) and proof of legal appointment (stamped by DMPR) for the proposed occupational hygienist.
- Signed reference letters on client letterhead, verifying at least three to five years of experience providing occupational hygiene services within the mining industry.
Evaluation Criteria
Proposals will undergo a rigorous multi-stage evaluation process. Bidders must first pass the functionality assessment, which heavily weights company experience in the mining sector (up to 35 points) and the qualifications and legal appointments of the proposed occupational hygienist (up to 40 points). Qualifying bids will then be adjudicated on price and specific goals, with 15 preference points allocated for promoting businesses located closer to the site in the province and town where the services are required.
