The Quality Council for Trades and Occupations (QCTO) has issued a Request for Quotation (RFQ QCTO 25/2026) for the appointment of a reputable and qualified service provider to render car wash services for its fleet of 12 pool vehicles. This strategic 36-month contract aims to ensure the consistent maintenance, cleanliness, and professional presentation of the QCTO’s operational vehicles. While procurement initiatives may occasionally involve broader industry consortiums, this specific tender is directly issued, managed, and awarded by the QCTO.

Scope of Services

The successful service provider will be responsible for comprehensive vehicle cleaning and maintenance at the QCTO premises. Key operational deliverables include:

  • Washing the QCTO fleet twice a month, preferably on Fridays, or on an as-and-when-needed basis.
  • Executing a full-service wash that includes interior and exterior cleaning, carpet vacuuming, window and dashboard cleaning, tyre polishing, boot cleaning, and preservative treatment.
  • Performing a comprehensive valet cleaning once a year for all vehicles.
  • Supplying all necessary cleaning tools, materials, and detergents, as the QCTO will not provide these resources.
  • Servicing a specific fleet composition: 10 Toyota Corollas 1.4, one H1 Combi 8-seater, and one Hilux Double Cab Bakkie.

Mandatory Compliance Requirements

To be considered responsive, bidders must submit a complete and fully compliant documentation package. Essential submissions include:

  • A recent Central Supplier Database (CSD) registration report (bidders must verify their tax status prior to submission).
  • A valid B-BBEE certificate or sworn affidavit.
  • Fully completed Standard Bidding Documents, specifically SBD 4 (Declaration of Interest) and SBD 6.1 (Preference Points Claim Form).
  • A comprehensive bidder’s proposal and formal quotation.
  • A valid bank confirmation letter.

Evaluation Criteria

Quotations will be evaluated based on strict administrative compliance and responsiveness to the specified service requirements. The QCTO will assess the bidder’s ability to meet the technical specifications, the completeness of the submitted documentation, and the competitiveness of the proposed pricing. The QCTO reserves the right not to accept the lowest or any tender if it does not meet the required standards of quality and reliability.
