The North West Department of Health has issued a re-advertised open tender (NWDOH 11/2026) for the distribution of pharmaceutical and surgical supplies. This strategic four-year contract aims to ensure the safe, efficient, and timely delivery of essential medical products from Regional District Hospitals and Sub-District stores to Primary Healthcare Clinics (PHC) and Community Healthcare Centres (CHC) across the province.
Scope of Distribution Services
The successful service provider will manage a complex logistical network spanning the Bojanala, Dr Kenneth Kaunda, Ngaka Modiri Molema, and Dr Ruth Segomotsi Mompati districts. Key operational deliverables include:
- Loading, transporting, and unloading of pharmaceutical and surgical stock at designated health facilities.
- Executing all deliveries on a same-day basis without compromising the quality or integrity of health products.
- Ensuring every delivery is accompanied by an official delivery note and invoice stating the correct order number.
- Managing the return of documentation and expired or unused stock from facilities back to district hospitals.
- Strict adherence to the condition that no subcontracting is permitted for this contract.
Mandatory Compliance Requirements
To be considered responsive, bidders must submit a comprehensive compliance package demonstrating logistical and financial capability. Essential documentation includes:
- A valid Central Supplier Database (CSD) registration report with an active MAAA status.
- A current SARS Tax Compliance Status PIN.
- A valid B-BBEE certificate or sworn affidavit.
- Proof of financial capacity, specifically stamped three-month bank statements showing sufficient average income to self-fund operations.
- Proof of an established business office within the North West Province (e.g., title deed, lease agreement, or municipal bill).
Evaluation and Preference Criteria
Proposals will undergo a rigorous multi-stage evaluation process. Bidders must first pass the functionality threshold, which heavily weights:
- Logistics management experience in pharmaceutical distribution (up to 25 points).
- Financial capacity to sustain operations (up to 20 points, with a mandatory minimum score of 50% to avoid disqualification).
- Established local business presence and joint ventures with local SMMEs (up to 35 points combined).
Qualifying bids will then be adjudicated using the 80/20 preferential procurement point system, balancing price competitiveness with specific transformation goals, including ownership by black women, youth, and persons with disabilities.
Submission Guidelines
There will be no briefing session for this re-advertised procurement. Completed bid documents must be sealed in an envelope clearly marked with the bid number (NWDOH 11/2026), company name, closing date, and closing time. Envelopes must be deposited in the official Bid Box situated at the entrance of the Department of Health North West, New Office Park Building, Ground Floor, Corner of First Street and Sekame, Mmabatho (Behind the Crossing Mall). The strict closing time is 11:00 on Tuesday, 24 November 2026. Late, incomplete, faxed, or emailed submissions will be automatically rejected. For enquiries, contact D. Ngakantsi at 066-293-9911 or dngakantsi@nwpg.gov.za.
