The National Lotteries Commission (NLC) has issued a Request for Quotation (RFQ2026-010-010) for the supply and delivery of stationery to its Eastern Cape Provincial Office. This strategic procurement initiative aims to ensure the continuous, cost-effective, and reliable provisioning of essential office supplies to support the daily administrative and operational functions of the NLC in the region.

Scope of Supply

The successful service provider will be responsible for the consistent delivery of a comprehensive range of stationery and office consumables. Key deliverables include:

  • High-quality A4 paper, files, and folders for document management.
  • Writing instruments, including pens, pencils, and correction fluids.
  • Office accessories such as colorful sticky notes, pencil sharpeners, and date stamps.
  • Timely delivery to the Waverley Office Park in East London upon receipt of official purchase orders.
  • All quoted prices must remain firm, inclusive of VAT, and valid for a period of 90 days from the closing date.

Mandatory Compliance Requirements

To be considered responsive, bidders must submit a complete and fully compliant documentation package. Essential submissions include:

  • A valid Central Supplier Database (CSD) registration report reflecting an active MAAA status.
  • A current SARS Tax Compliance Status PIN.
  • A valid B-BBEE certificate or sworn affidavit.
  • A fully completed and signed Standard Bidding Document (SBD) 4: Declaration of Interest.
  • The fully completed NLC Price Schedule as provided in the tender documentation.

Evaluation Criteria

Quotations will be evaluated strictly in accordance with the Preferential Procurement Policy Framework Act and the NLC’s Supply Chain Management policies. The adjudication process utilizes the 80/20 preference point system:

  • Price: 80 points allocated to the most competitive pricing.
  • Specific Goals: 20 points allocated for transformation objectives, primarily based on the bidder’s B-BBEE status level of contribution.
Bidders who fail to submit the required proof for specific goals will not be awarded preference points for those categories.

Submission Guidelines

There will be no briefing session for this procurement. Bidders must note a critical submission condition: quotations and supporting documents must be submitted exclusively via the National Treasury e-Tender portal. Email submissions will not be considered or accepted under any circumstances.

The strict closing time for submissions is 11:00 on Friday, 23 October 2026. Late, incomplete, or incorrectly formatted submissions will be disqualified. For technical or procedural enquiries prior to the closing date, contact Calvin at 012-432-1302 or calvin.kabinde@nlcsa.org.za.
