The Ugu District Municipality in KwaZulu-Natal has issued an open tender (UGU-05-1730-2026) for the provision of standard security guarding services at various municipal offices and plants. This strategic 36-month contract aims to ensure the continuous safety, asset protection, and operational security of the municipality’s diverse facilities across the district.

Scope of Security Services

The appointed service provider will be responsible for comprehensive, round-the-clock security management. Key operational deliverables include:

  • Deployment of Grade B, C, and D security officers as per municipal site requirements.
  • Establishment and maintenance of a dedicated security control room facility within the Ugu District, complete with a valid ICASA Radio Frequency Spectrum License and 24-hour monitoring and dispatch capabilities.
  • Flexibility to scale operations, as the municipality reserves the right to increase, decrease, add, or remove guard posts at any site based on dynamic operational requirements over the 36-month period.
  • Strict adherence to the Main Collective Agreement and the Ugu District Municipality Security Policy regarding officer compensation and conduct.

Compulsory Briefing Session

Attendance at the official briefing session is strictly mandatory. Bidders who fail to attend and sign the attendance register will be automatically disqualified and not considered for further evaluation. The session is scheduled for Monday, 26 October 2026, at 10:00. It will be held at the Ugu Disaster Management Centre, located on the R102 Old Main Harding Road.

  • A current SARS Tax Compliance Status PIN.
  • A valid B-BBEE certificate or sworn affidavit.
  • Valid Private Security Industry Regulatory Authority (PSIRA) registration certificates for the company and all deployed security officers.
  • Proof of ownership or a valid lease agreement for a security control room facility within the Ugu District, alongside photographic evidence of monitoring equipment.
  • Certified copies of company registration documents and identity documents of all directors (not older than six months).

Evaluation Criteria

Proposals will undergo a rigorous, multi-stage evaluation process. Bidders must first achieve a minimum functionality threshold of 70% based on criteria such as control room facilities, company experience, and resource availability. Bids scoring below this threshold will be deemed invalid.
