    DRDAR Seeks Security Provider for Winnie Madikizela Mandela Office

    The Eastern Cape – Rural Development and Agrarian Reform has issued an open tender (SCMU8 26/27-0123) for the provision of comprehensive security services at the Winnie Madikizela Mandela Department of Agriculture (DoA) Office. This strategic 36-month contract aims to ensure the safety and protection of departmental assets, biological resources, information, buildings, and personnel within the Alfred Nzo District.

    Scope of Security Services

    The appointed service provider will be responsible for delivering high-standard, compliant security management. Key operational deliverables include:

    • Continuous patrolling and access control to safeguard the facility and its occupants.
    • Deployment of fully equipped response vehicles, two-way radios, occurrence books, and proper uniforms for easy identification.
    • Strict adherence to the National Bargaining Council for the Private Security Sector, ensuring all guards are paid according to legal Labour Law rates.
    • Maintenance of a fully functional local office within the Alfred Nzo District, subject to site inspections by the department.

    Mandatory Compliance Requirements

    Bidders must submit the following documents to be considered responsive:

    • Company PSIRA certificate (active registration)
    • COIDA Letter of Good Standing
    • Bargaining Council compliance
    • ICASA licence
    • Police clearance for owners/directors and security officers
    • Proof of South African citizenship (ID documents)
    • Valid Tax Compliance Status (verified on CSD)
    • CSD Registration Number (MAAA)
    • CIPC company registration documents
    • Proof of local office within Alfred Nzo District
    • Proof of Armed Response
    • Firearm licence in the company’s name
    • Liability Insurance cover of at least R2 million
    • Detailed CV of Project Manager (Grade B, 5 years’ experience)
    • Detailed CV of Supervisor (Grade B/A, 3 years’ experience)
    • Security Officers’ PSIRA certificates (Grade C, D, or E)
    • Bank statement showing positive balance (10% of tender value)
    • Sample payslips and payroll
    • Completed SBD forms (SBD 4, SBD 6.1, etc.)
    • Joint Venture Agreement (if applicable)
    • Compulsory briefing session attendance register

    Compulsory Briefing Session

    Attendance at the official site briefing is strictly mandatory. Failure to attend and sign the register will result in the immediate disqualification of the bid. The session is scheduled for Thursday, 29 October 2026, at 11:00. It will be held at the Mbizana Department of Agriculture Office, 72 Matwebu Street, Mbizana, 4800.

    Evaluation Criteria

    Proposals will be evaluated using the 80/20 preference point system. Eighty points are allocated for price competitiveness, ensuring value for money. The remaining twenty points are awarded for specific transformation goals, primarily focusing on the bidder’s B-BBEE status level of contribution. Bidders must ensure all documentation required to claim preference points is attached, as incomplete submissions will be deemed non-responsive.

    Tender documents are available free of charge from 19 October 2026 via the National Treasury eTender portal or by emailing Lingate.Moerane@ecagriculture.gov.za, Andiswa.Mdutyulwa@drdar.gov.za, or vusumzi.dumezweni@ecagriculture.gov.za.

    Completed bid documents must be placed in a sealed envelope, clearly marked with the bid number (SCMU8 26/27-0123) and the project description. Envelopes must be deposited in the official tender box at the Department of Agriculture Office, 72 Matwebu Street, Mbizana, 4800. The strict closing time is 11:00 on Monday, 09 November 2026.
