The Mbombela Local Municipality in Mpumalanga has issued a Request for Quotation (COM134/2026) for the supply and delivery of white road-marking paints and glass beads. This strategic procurement initiative is essential for maintaining road safety, enhancing visibility, and ensuring compliance with national traffic standards across the municipality’s road network.

Scope of Supply

The appointed service provider will be responsible for:

  • Supplying 80 units of white road-marking paint (20 litres each), similar to Plascon product.
  • Supplying 50 bags of road-marking glass beads (25 kg per bag).
  • Delivering all goods to the City of Mbombela Municipal Stores, Office M2, Kanaal Street.
  • Ensuring delivery within 14 days of receiving an official order.
  • Including all delivery costs in the bid price.

Mandatory Compliance Requirements

Bidders must submit the following compulsory documents:

  • A valid Tax Compliance Status (TCS) PIN.
  • Proof of company registration.
  • Certified copies of business director(s) identity documents.
  • A full Central Supplier Database (CSD) registration report not older than 30 days (summary reports will not be accepted).
  • A data sheet with product specifications and colourful pictures.
  • A valid and current municipal rates and taxes statement for the business premises.
  • Municipal rates and taxes statements for each active director.
  • A certified copy of a B-BBEE certificate or sworn affidavit to claim B-BBEE points.
  • An original non-returnable sample of the product in a 5-litre container, delivered to the municipal stores by no later than 11:00 on the closing date.

Evaluation Criteria

Quotations will be adjudicated using the 80/20 preferential procurement system. Eighty points are allocated for price competitiveness, while twenty points are awarded for specific goals. These specific goals focus on promoting Broad-Based Black Economic Empowerment (B-BBEE) and supporting local enterprise development within the Mpumalanga province. Bidders must also demonstrate proven capacity and relevant industry experience.

Submission Guidelines

There will be no briefing session for this procurement. Completed quotation documents must be placed in a sealed envelope, clearly marked with the tender number (COM134/2026) and the description “Supply and Delivery of White Road-Marking Paints & Glass Beads”. Envelopes must be deposited in the designated tender box at the Mbombela Civic Centre, 1 Nel Street, Sonheuwel, Mbombela, 1200. The strict closing time is 11:00 on Monday, 19 October 2026.
