Tygerberg Hospital Seeks Frozen Chicken Supplier

Tygerberg Hospital, under the Western Cape Department of Health and Wellness, has issued an open bid for the supply and delivery of frozen chicken products for its Food Services Department. This tender, numbered TBH 304/2026, will run for a period of two years.

Scope of Work

The successful bidder will supply and deliver frozen chicken products to the Food Services Department at Tygerberg Hospital. Key requirements include:

  • Frozen chicken breast, skinless and boneless, in 10kg boxes.
  • Frozen crumbed chicken in 6kg boxes.
  • Frozen chicken thighs in 10kg boxes.
  • Products must be Halal certified with a valid certificate in the bidder’s name.
  • No imported products will be considered; only South African brands.
  • Samples must be provided and must not differ from the supplied product.
  • Products must comply with the Meat Safety Act 2000 and Regulations for Poultry 2006.
  • Delivery in insulated cool trucks with temperatures not exceeding -12°C during transportation.
  • Delivery to the Main Kitchen (Lower ground, basement) on Mondays and Thursdays between 07:30 and 11:00.
  • Orders will be placed weekly for daily deliveries.
  • Prices must be all-inclusive of VAT and delivery charges.
  • Prices should hold firm for the period 1 March 2027 to 28 February 2029.
  • Packaging must be clean, protective cardboard boxes with inner clear plastic bags.
  • Labelling requirements must be printed on the packaging and not applied as stickers.
  • Shelf life: Maximum of 3 months after delivery at -18°C.
  • The company must submit a microbiological report from an independent laboratory twice a year.

Mandatory Documents Required

Bidders must submit several mandatory documents, including:

  • Completed and signed WCBD 1 (Invitation to Bid).
  • Completed and signed WCBD 3.1 (Pricing Schedule).
  • Completed and signed WCBD 4 (Declaration of Interest).
  • Completed and signed WCBD 6.1 (Preference Points Claim Form).
  • Valid Halal certificate issued by a recognised Islamic Food certification body in the bidder’s name.
  • Certified copy of Certificate of Acceptability (COA) for Food Premises issued by an Environmental Health Practitioner.
  • HACCP certificate.
  • Valid Tax Compliance Status PIN.
  • CSD registration report.
  • Company registration documents (CIPC).
  • Certified ID copies of directors.
  • Valid B-BBEE Certificate or Sworn Affidavit.
  • Proof of business address.
  • Bank statement or credit facility.
  • One hand-completed hard copy and one scanned PDF copy on a USB flash drive.
  • Completed WCBD 3.1 financial pricing schedule in Excel on the USB flash drive.

Evaluation Criteria

The bid will be evaluated in four phases. Phase 1 covers Compliance with Bid Requirements, where bids must meet SCM requirements including CSD registration, timely submission, and all required documents. Phase 2 covers Compliance with Bid Specifications, where bids must meet the specification requirements. Phase 3 covers Sample Evaluation, where bidders will be invited to submit samples for evaluation. Samples will be assessed on appearance, texture, and flavour, and must achieve an acceptable average score. Phase 4 covers Preferential Procurement Evaluation and Price using the 80/20 preference point system for price and B-BBEE status level of contribution.
