Cape Agulhas Cleaning Materials and Herbicides Tender

Cape Agulhas Municipality invites qualified service providers to bid for the supply and delivery of cleaning materials and herbicides for the period ending 30 June 2027. This open tender (SCM13/2026/27) supports the municipality’s ongoing operational requirements on an as-and-when-required basis.

Tender Overview and Scope

The contract covers two categories: cleaning materials and herbicides. Cleaning materials include multi-purpose cleaners, disinfectants, toilet paper, hand towels, industrial wipes, brooms, and fragrance dispensers. Herbicides include Round-up Turbo and Garlon for vegetation management. All products must comply with SABS/SANS standards, and Material Safety Data Sheets (MSDS) must be submitted for all chemicals. The municipality may appoint more than one supplier to minimise service delivery disruptions.

Mandatory Requirements

Bidders must submit the following documents to avoid disqualification:

  • Completed and signed CAMBD 1, CAMBD 4, CAMBD 6.1, CAMBD 8, and CAMBD 9 forms
  • Tax Compliance Status PIN issued by SARS
  • CSD registration number
  • B-BBEE certificate or sworn affidavit
  • Latest municipal account proving rates are not in arrears
  • Authority of signatory document
  • Documents of incorporation (CK2)
  • Material Safety Data Sheets for all chemicals
  • Schedule of work satisfactorily carried out (Schedule 1G)
  • Declaration by bidder sourcing from third party (Schedule 1H)

Evaluation Criteria

The 80/20 preference point system applies. Price carries 80 points, while specific goals account for 20 points. Specific goals include B-BBEE status level contributor (10 points) and locality of supplier (10 points). Locality points are awarded for businesses within Cape Agulhas Municipality (10 points), Overberg (5 points), Western Cape (2 points), or outside the province (0 points).

Pricing and Delivery

Prices must be quoted inclusive of VAT and all delivery costs to the Municipal stores in Fabrieksweg, Bredasdorp. Rates must remain fixed for the financial year. The municipality will issue orders as and when required, and delivery must be completed within the period stated in the official order.

Submission Details and Deadline

Bids close on Wednesday, 21 October 2026, at 12:00. Submissions must be placed in the tender box at Cape Agulhas Municipality, 1 Dirkie Uys Street, Bredasdorp, or posted to the Municipal Manager, PO Box 51, Bredasdorp, 7280. Late submissions will not be accepted. No briefing session will be held.
